Job Summary:
Provide expertise and technical assistance to HSE director for the implementation of company SH&E policies and procedures. Review, interpret and provide assistance on safety regulations and standards.
Monitor project safety performance and conduct project audits and safety inspections.
Duties And Responsibilities
● Ensure safety accountabilities are identified, implemented, monitored and continuous improvement processes adopted.
● Establish activities and plans to monitor SH&E activities supporting the overall SH&E Program including, SH&E audits, inspections, reviews, risk assessments and other SH&E assessments.
● Implement and maintain established SH&E Management Plan & Procedures to ensure the site work process are performed in compliance with approved SH&E Management Plan & Procedures
● Develop strategy, management systems and key performance indicators to assess and monitor achievement of performance excellence.
● Plan and execute a program for SH&E training, motivation, and further competency development for site personnel to ensure site SH&E training programs are implemented.
● Promote a SH&E culture which is consistent with SBG Leadership ambitions and values and defining and implementing Site Specific SH&E Program and Plans.
● Guide, support and facilitate ownership, implementation and improvement of SH&E requirements including workplace safety, personal safety, asset integrity and management of health, safety and environmental hazards.
● Provide coaching and assistance to the Site team with regard to the implementation of SBG SH&E Standards, statutory requirements, industry standards, and best practice.
● Ensures that good coordination of the SH&E team with other Operations functions (Engineering, Construction, Contract Management, Procurement, etc.).
● Train, mentor and supervise the SH&E Officers assigned to each project.
● Record all incidents, reporting details to Client as per approved arrangements
● Support the incident investigation process to ensure that appropriate causal analysis undertaken and suitable corrective/preventive actions identified. Contribute to Contractors’ investigations to understand the causes and influencing factors.
● Ensure the compilation of SH&E related lessons learned and dissemination across the Operations team and Contractors on a regular basis.
● Assist and assure sub contractors’ compliance to SH&E plan & program
● Plan and perform site SH&E inspections/audits and participate in leadership tours to identify, close-out and produce preventive actions for potential hazards
● Manage SBG site activities including sub-Contractors to ensure they comply with approved Management Plan & Procedures
● Develop and maintain Statistical data and location reports.
● Prepare reports as required for the managements.

The HSE Manager will report to the HSE Director
Qualifications & Experiences
● B.Sc. Engineering Degree or Occupational Health & Safety
● Registered at Saudi Council of Engineering
● Approval from ministry of human resource and social development (level-2) professional
● Level 6 education (degree in related discipline, NEBOSH Diploma or equivalent) (Preferable)
● Graduate Membership of internationally recognized Safety Association (Preferable)
● Safety international certificates in NEBOSH (IGC) , OSHA, IOSH or similar
● 10 years’ experience on mega-projects, at least 3years working in a managerial EH&S role
● Strong planning, coordination, and risk management skills
● Knowledge & experience of ISO 14001 & ISO 45001
● Excellent spoken and written English, Arabic is preferred.
● Familiar with all aspects of Construction Safety and possessing specialist knowledge in one or two areas of Construction Safety (e.g., excavations, scaffolding, lifting, etc.)
● Physically fit and able to spend a large proportion of the day on site
● Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships

● Proven ability to assess and improve existing systems and processes with strong project management abilities – must have a proven track record of managing multiple projects to successful completion● Energy, drive and determination to build up high performance safety management and to assist leading the Site Team to deliver the required results● Possess a strong passion and commitment to employee involvement, team building, diversity, and inclusion● Undertake such other duties as may be expected within reason.● Strong knowledge of computers skills and basic software applications: MS Office (Word, Excel and PowerPoint presentation skills● Good communication and interpersonal skills.
