Norwegian Refugee Council (NRC) Hiring for Logistics Coordinator “Nationals Only” at Amman, Jordan Full Time

Under the supervision of the Logistics Manager, the Logistics Coordinator will be responsible for managing the fleet operations in Amman Office and the NRC field offices to ensure the safe, efficient and cost effective management of NRC Vehicles & Drivers for all ongoing NRC programmes. In addition to the assets management of the NRC Jordan programme to ensure that the Agresso records, physical count, assets repair and maintenance, and asset disposal are all compliant with NRC and Donor regulations, and to act as the technical focal point for Agresso support.
 

Generic responsibilities 

• Adherence to NRC policies, guidance and procedures.
• Implement NRC’s systems and procedures at area level
• Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
• Prepare and submit reports and analysis
• Ensure proper filing of all support documents
• Support line managers in procedures and require support team trainings
• Management of support team
• Ensure development and implementation of administrative systems and procedures
• Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
• Ensure safe and efficient transport of staff and materials/goods
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles
  within NRC and amongst beneficiaries served by NRC
   

Specific responsibilities

• Responsible for the smooth running of the day to day fleet operations including planning, contract management, monthly payment processing, maintenance, monitoring, and reporting
• Coordination between Country office logistics and Area Logistics Coordinators, Logistics Manager and NRC Jordan senior management to optimize safety and cost effectiveness across the NRC Jordan fleet.
• Line management of fleet staff in Country Office.
• Develop and implement a capacity building plan for drivers and logistics staff across all of NRC Jordan locations.
• Assist during preparation of master budget related to fleet.
• Develop the Asset and Warehousing management systems and conduct spot checks
• Ensuring that the regular physical check is conducted twice a year for all fixed assets, and reporting the assets status to relevant managers including damaged or obsolete items.
• Conduct periodical Corruption Risk Mapping (CRM) checks requested by Compliance department on fleet, assets and procurement.
• Conducting Agresso training for the newly hired staff, including granting/removing access and follow up on issues with staff, Regional and Head Office
• Support Area Office Logistics Coordinators in all matters related to fleet, assets, and stock management
• Ensure routine daily procurements for the Amman Office (i.e.: direct procurements, Requests for Quotation and procurements against framework agreements) are conducted in compliance with NRC and donor procurement policies and procedures, including filing of documents in an appropriate and accessible manner, clear reporting, and auditing.
• Prepare and validate monthly KPI reports related to fleet, assets, and warehouse.
• Ensure implementation of securing supporting documentation (SSD) policy and standardized filing system for assets and fleet records. Conduct spot checks on the implementation across the different locations
• Contribute and provide information to assist in the development of logistics related SoPs, systems, procedures and templates both at the Country Office and Area Office levels.

Context/specific skills, knowledge and experience:

• Qualification requirement: Bachelor degree or equivalent.
• Years of experience: 3
• Minimum three years’ experience in logistics (including transport and vehicle management, assets management, warehouse management and procurement), preferably in a humanitarian/recovery context.
• Proven management experience, including training and capacity building of national staff
• Highly organized with strong administration and information management skills
• Strong interpersonal and communication skills
• High level of computer literacy
