PROGRAM/DEPARTMENT SUMMARY:
The Promoting the Voice and Leadership of Women Activity (PVLW) is a five-year activity that will create transformational changes in gender relations at the family, community and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieved through: 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of women.
Active coordination and collaboration between key stakeholders is critical to develop and implement a coherent vision for how multiple programs contribute to and push forward the priorities of various key stakeholders and collaborators. PVLW will bring together USAID implementing partners (IP) as the Secretariat for USAID’s Gender Equality and Women’s Empowerment Community of Practice. Through the Secretariat, PVLW will convene USAID IPs at key touch points in program cycles – like work planning, and the identification of common measurement tools – to facilitate coordination of key actions pushing forward gender transformation. The structure and operational norms for this Secretariat will be co-created with USAID and IPs, building upon existing coordination groups and as part of defining roles and expectations of and linkages between the members of the Community of Practices, including the Secretariat.
GENERAL POSITION SUMMARY:
The Secretariat Liaison will serve as the main coordinator of the USAID Secretariat for Gender Equality and Women’s Empowerment Community of Practice. S/he will support the development and organization of the Secretariat, in collaboration with USAID and IPs, and will then facilitate regular meetings and touch points amongst the various IPs working in gender transformation activities. S/he will also play a role in knowledge management, and identifying different women’s empowerment/leadership activities being done by USAID and IPs and tracking this throughout the life of the program. Additionally, S/he will create and maintain a library of tools and resources for IPs to access to inform their own gender transformative work. S/he will, in close coordination with USAID, be responsible for identifying and making connections amongst the various IPs to ensure the highest level of coordination and collaboration around gender empowerment and transformation activities.
ESSENTIAL JOB RESPONSIBILITIES:
SECRETARIAT MANAGEMENT AND COORDINATION
Co-facilitate and organize, with USAID, agenda and meetings of the USAID Secretariat for Gender Equality and Women’s Empowerment Community of Practice, bringing together all USAID IPs working in gender transformation.
Co-create with USAID and IPs the structure and operational norms for the Secretariat.
Support the organization and logistics of the Secretariat and the Community of Practice in general.
Convene USAID IPs at key touch points in program cycles (eg. work planning, identification of common measurement tools, etc.) to facilitate coordination of key actions pushing forward gender transformation.
Serve as liaison between the various spokes of USAID’s gender community of practice, ensuring effective coordination and collaboration between USAID IPs.
Identify, build, and manage collaborative partnerships with IPs.
RESEARCH AND KNOWLEDGE MANAGEMENT
Regularly update the gender mapping previously conducted by USAID to identify all women’s empowerment and gender transformation work being done by USAID IPs.
Use the findings from the mapping to identify key areas of complementary, coalition building, and shared training needs of IPs and stakeholders.
Create and maintain a library of tools and resources, contextually and linguistically appropriate, for IPs to draw from to inform their own gender transformative work.
PROGRAM COORDINATION ACTIVITIES
Assist with general program operations and field-based activities.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

WORKS DIRECTLY WITH: PVLW technical leads, PVLW consortium partners, USAID IPs, Mercy Corps Regional and HQ Technical Support Units, Mercy Corps Jordan Program Performance and Quality Director
KNOWLEDGE AND EXPERIENCE:
Minimum bachelor’s degree in International Development, Communications, Knowledge Management or other relevant fields. In lieu of a bachelor’s degree, four years of relevant experience in communications and/or knowledge management
Five years of experience working in donor-funded development programs, DOS/USAID funded programs is a plus
Experience as an active member of communities of practice and/or steering committees; facilitation/coordination of such groups preferred
Experience in collaboration, learning and adaptation (CLA) methodologies is a plus
Understanding of the gender equity and social inclusion sector, including terms and theories
Proficiency in Microsoft Office applications including Excel and Word
Fluency in written and spoken Arabic and English
