DIVISION PURPOSE: To reduce public health risks and contribute to a life with dignity for Syrian refugees in Jordan through the engineering aspects of water, sanitation, hygiene and solid waste management at Za’atari Refugee Camp.
JOB PURPOSE: To work in a team of innovative Public Health Engineers (PHE’s), ensuring that all contracted works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of infrastructure for the duration of the contract. Participate in further assessments as required and contribute to emergency water, sanitation and hygiene facilities, work on innovative ideas and new proposals.

KEY RESPONSIBILITIES
Technical
• To lead on engineering aspects of Oxfam’s work in Za’atari camp on Water, Sanitation and Hygiene (WASH) and Solid Waste Management (SWM).
• To lead the implementation of grey water systems inside Zaatari camp.
• To lead on the implementation of innovative pilot projects documenting the lessons learnt.
• To assess and responds to emergency needs taking the broader perspective of Public Health into account.
• Work closely with the Community Engagement team and Solid Waste Management team.
• Train community volunteers in technical aspects of WASH (for example instillation of water saving devices and construction of grey water recycling systems)
• Identify and supervise technical resources and tools needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
• Liaise with skilled workers & small enterprises and their selected suppliers, ensuring all items are designed, manufactured, assembled and commissioned in line with agreed project specifications and fit for purpose.
• Produce monthly technical reviews of damages, losses and repairs report.
• Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways.
• Responsible for keeping a log of all ‘lessons learnt” during the project
• Budget responsibility when required.

Leadership
• The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organisations
• Ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues (for example training of women on water filter installation).
• Ensure that women, girls and people with disabilities are included in PHE work
Management
• Identify, train, deploy and assess community workers required to deliver activities such as household technical assessment, pipe repair & rehabilitation works monitoring.
• With the support of the procurement team, identify, select and manage skilled workers and small enterprises.
• Report regularly, verbally and in writing to the Public Health Engineering Team Leader and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
• Ensure that health and safety monitoring is incorporated into all daily site supervision activities.
• Develop and maintain a good relationship with WASH stakeholders in Za’atari Camp.
• May be asked to perform the role of Project Manager in their absence
