The purpose of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer position is to assist the MEAL Manager in improving the overall quality of services provided to program participants. S/he is responsible for the supervision and delivery of reporting on project activities and deliverables. In addition to implementation of effective systems to track project deliverables, achievements, indicators, and activities against the objectives of the project. Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer provides oversight and coordination of all the activities of programs’ activities in accordance with agreed standards (eg. IASC and SEA) and program principles. She/he collects and reviews feedback on the quality of work from all stakeholders, including but not limited to refugees, UN agencies, donors, peer INGOs, Government and non-Governmental agencies, CBOs and the public to develop the required reporting. S/he provides information to the MEAL Manager to facilitate linkage with all MEAL functions focusing on Feedback and Accountability Mechanism (FAM) to ensure coordinated and coherent departmental deliverables.
JOB RESPONSIBILITY 1 :Support donor and internal reporting, ensuring the quality of the data.
-Support donor reporting: quarterly, interim, annual, and final narrative reports/log frames and providing technical inputs for project staff. – Support the analysis and validation of quantitative and qualitative data and track progress toward performance indicators at all stages of the program/project cycle. – Analyzing quantitative and qualitative M&E data and writing its narrative reports. – Support in collating all necessary data and annexes to be submitted to CARE management and donors. – Ensure all reports generated from Programs Quality Department are accurate. – Generate regular visualized MEAL reports for internal learning. 30%
