Job Title: Infrastructure & Shelter Technical Coordinator
JOB PORPOSE
The Infrastructure & Shelter Technical Coordinator is to support and closely monitor the implementation of infrastructure & shelter activities in World Vision’s Syria Response (WVSR) directly and through its partners in Jordan, Syria & Turkiye. They will provide technical support and guidance to WVSR staff and local partners to develop, implement, monitor, evaluate, and document the infrastructure & shelter strategy and programs. The role ensures that the organization and partners comply with cluster standards. They will support and provide technical inputs to proposal development. They will liaise with partners, local authorities, and other actors on the ground, representing WVSR in relevant clusters/working groups in Jordan, Syria, or Turkiye, and adhere to their standards and reporting as needed.
MAJOR RESPONSIBILITIES
Technical Program Quality
– With the support of the Technical Manager, support and advice the overall implementation of Infrastructure & Shelter interventions in Türkiye, Jordan and Syria, ensuring that activities/services are delivered on time, on budget, and in compliance with donor regulations.
– Coordinate with implementing partners in Türkiye, Jordan, and Syria to ensure quality Infrastructure & Shelter interventions through regular field visits, coordination meetings with all partners, and ongoing review of implantation plans at the field level.
– Ensure regular communication with the Technical Manager to integrate appropriate technical priorities in program design/strategy and to provide updates on achievements and challenges.
– In consultation with the Technical Manager and GAM, support to adapt or adjust project design and implementation in response to emergencies or context changes.
– Work with the MEAL team to support collecting and analyzing interventions & Shelter information, including developing needs assessments and using specific M&E tools to monitor project progress and indicators.
– Work with partners and Field Operations to compile and submit donor reports per set schedules on grant activities, indicators, and achievements, with support from the Technical Manager, GAM, and MEAL.
Design and Procurement Support
– Ensuring that all WVSR Infrastructure and rehabilitation projects are according to global humanitarian & sphere standards.
– Take the lead on identifying the need for Infrastructure rehabilitation in the affected areas.
– Support the design and implementation of projects with shelter and Infrastructure rehabilitation
– Review BoQs, drawings, and plan for rehabilitation or reconstruction of Infrastructure
– Create & review BoQs for construction material specifications & standards
– Conduct material quality tests & conditions
– Design checklists to ensure the quality implementation of shelter and Infrastructure projects
– Support MEAL to design tools to track the impact of the project
Networking and External Engagement
– Develop and maintain effective working relationships with key stakeholders at local level, including UNDP, UNHCR and other Infrastructure & Shelter actors.
– Represent WVSR in relevant Infrastructure & Shelter coordination forums (Early recovery & Livelihood WG, Shelter WG) in Türkiye, Jordan and Syria. Provide feedback/updates of those meetings to the Technical Manager.
– Participate in internal meetings and coordinate with other program/ sector teams
Capacity Building and Training
– Providing training and support to staff, volunteers, and partner organizations to equip them with knowledge and skills on Infrastructure & Shelter standards and guidance to ensure high-quality programming.
– In consultation with the Technical Manager, identify and propose training for field staff and partners related to Infrastructure & Shelter topics and best practices.
– Attend internal and external training on Infrastructure & Shelter and related topics to enhance knowledge of different thematic areas and programming approaches.
Required Professional Experience
Required Education, training, license, registration, and certification
Bachelor’s or Master’s degree in civil engineering or architecture
