Background : The US Agency for International Development (USAID) in Jordan produced the Country Development Cooperation Strategy (CDCS), with intermediate results relating to improved health outcomes for the people of Jordan covering three themes: high-quality communication, equitable outcomes and quality of care, and improved governance. USAID-MTaPS has been a key supporter of Jordan’s procurement modernization efforts, with achievements that include the successful introduction of regulatory reforms in 2021/2022, the development of essential technical procurement documents, and the launch of an extensive procurement training program spanning from the fourth quarter of FY22 into FY23.
As part of the ongoing modernization endeavors, in FY24, MTaPS will provide technical assistance to the Government Procurement Department (GPD) to establish a comprehensive policy for evaluating supplier performance across public entities utilizing GPD services. This initiative aims to address the absence of a formal assessment process to measure supplier performance against specific criteria and organizational requirements, with the collaboration between GPD and MTaPS focused on implementing a structured policy that facilitates thorough performance evaluation, enabling GPD officials to drive continuous improvements.The policy will align with the existing format for GPD policies to ensure consistency. performance evaluation and robust supplier relationships are pivotal strategies for enhancing the reliability and efficiency of
pharmaceutical procurement.
In FY24, MTaPS will provide technical assistance to the Government Procurement Department (GPD) to develop a comprehensive policy for
evaluating the performance of suppliers across various public entities that
utilize GPD services. This document will outline a formal assessment process to measure the performance of suppliers against clearly defined criteria in alignment with GPB.
To further sustain previous accomplishments, in FY24 MTaPS will provide
technical assistance to the Government Procurement Department (GPD) for
the purpose of:
1- Developing FA standard bidding documents (SBD) that will serve as a guide for bidders when preparing their bids. The use of the SBD facilitates the bidding process by standardizing the information shared with and requested from bidders, thus minimizing the likelihood of deviation from the specifications
initially requested, increasing transparency, and improving efficiency.
2- Delivering training and additional capacity-building activities pertaining to the FA SBDs for procurement officials.
3- Developing a comprehensive policy for evaluating the performance of
suppliers across various public entities that utilize GPD services. This document will outline a formal assessment process to measure the performance of suppliers against clearly defined criteria in alignment with GPB.
The procurement consultant will work in close collaboration and coordination with the MTaPS legal expert consultant to be hired to support procurement best practices under MTaPS guidance to successfully carry out the above activities.
Description of services to be provided : The consultant will provide technical support in the procurement aspects of implementing program activities related to governmental procurement of health commodities.
The consultant will undertake the following activities:
1. Provide technical support to the GPD in developing policy for evaluating the performance of suppliers across various public entities including clear criteria, data collection and reporting forms.
✓ The consultant in close collaboration with GPD, MTaPS Jordan and other relevant stockholders will develop the document structure, outline and initial draft of the policy document with content. This will involve desk review of available resources (i.e., relevant regulations and standards, including international best practices) and facilitation of meetings with stakeholders to understand and establish current practices and future organizational needs. He/she has to ensure compliance with local legal, regulatory and technical requirements and ensure agreements by major stakeholders.
The proposed policy is expected to cover the following contents (not limited to): o Policy Statement: introductory statement outlining the purpose and objectives of the policy.
o Scope and Applicability: specify which suppliers and procurement activities it applies to.
o Roles and Responsibilities: Define the roles and responsibilities of individuals and departments involved in supplier evaluation.
o Performance Metrics and Key Performance Indicators (KPIs).
o Evaluation Frequency: Define the frequency at which supplier performance evaluations will be conducted.
o Evaluation Criteria: List the specific criteria against which suppliers will be evaluated. These criteria may include quality, cost, delivery, compliance, and sustainability factors.
o Scoring and Rating System: Describe the scoring system or methodology used to assess supplier performance against established criteria.
o Documentation and record keeping, communication and feedback needed forms.
✓ The consultant in collaboration with stakeholders will then develop a final draft of the policy and associated tools and forms, ready for submission to GPD to proceed with the necessary approvals. This will involve preparing and facilitating validation meetings and workshops with relevant stakeholders; development of summary report on the workshop findings; following up on pending matters as needed, and incorporating feedback from the validation meetings, workshop and GPD into a revised and final version of the document to make it ready for submission and approval by decision makers.
✓ In coordination with the MTaPS legal consultant, review the technical content of the FA standard bidding documents (SBDs) and related training materials to ensure its compliance with local and international procurement best practices and provide written feedback.
QUALIFICATIONS
Consultant qualification requirements:
● Bachelor’s degree with a minimum of 10 years of professional work
experience, or a master’s degree with at least 5 years of experience
(preferred) in procurement, supply chain management, public health,
law or related fields.
● Excellent knowledge of international best practices in governmental
procurement, current Jordan public procurement practices, and
corresponding procurement legislation and regulation.
● Proven experience in public procurement of health commodities in
Jordan and related regulations.
● Possession of logical thinking with strong analytical and systematic
skills.
● Ability in consensus building and constructively leading a group/team.
● Prior experience working with USAID-funded projects preferred.
● Excellent written and verbal communication skills in English and Arabic.
● Advanced skills in Microsoft and Google suite of products.
● Ability to organize work with minimum supervision.
● Ability to prepare and review reports, SOPs, training materials, other technical, policy and strategic documents and presentations.
● Ability to design and conduct knowledge and skill-building training and workshops, and information gathering, consensus and validation workshops.
