Title : Consultancy to provide technical assistance to the MOH in conducting the nationwide dental IPC assessment in private and public dental clinics and centers. The consultant will develop the assessment methodology, coordinate data collection, conduct the data analysis, and produce a finalized detailed report of the national IPC assessment in dental care settings with findings and recommendations.
Background :
Infection prevention and control (IPC) substantially improves health workers’ and patients’ safety, and safeguards against major global threats such as antimicrobial resistance (AMR). IPC is especially critical in settings where surgical procedures are performed, including dental practices. In Jordan, a total of 4,440 public and private dental clinics provides various dental services. Dental clinic patients are at a heightened risk due to the close patient-practitioner contact and potential use of dental surgery-related procedures; therefore, IPC measures in dental clinics are essential and a critical public health measure. The Ministry of Health (MOH) is conducting a national IPC assessment to determine the status of IPC measures in both public and private dental clinics across the country. The USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) program is supporting the Ministry of Health in assessing a representative sample of the private and public dental settings in all geographic regions across the country. This effort aims to enhance the quality of decision-making within the healthcare system by relying on stronger evidence.
Supervision and reporting responsibility: The consultant will be supervised by,
and report to Senior Technical Advisor at MTaPS Jordan. The
consultant will liaise with the Country Program Director, other country team
members, relevant MTaPS headquarters, and regional technical staff, and will work in collaboration with the Ministry of Health Infection Prevention and Control Department within the Communicable Diseases Directorate. Other stakeholders include national public and private entities relevant to dental
services and to national committees.
Description of Services to be provided
1. Assessment Preparation:
• Review and understand the existing dental health policies, regulations, and available data sources.
• Engage in communication with the stakeholders and points of contact related to the assessment. Review and finalize the IPC dental assessment tools that have been developed.
• Develop a comprehensive protocol for the national IPC dental assessment. This includes clear specification of:
• Sampling approach for achieving a nationally representative sample and the
corresponding sample selection and size.
• Data collection strategy (e.g., data sources, data collection instruments,
collectors, and reviewers).
• Data analysis and management.
• Incorporate feedback received from MTaPS and various national stakeholders and finalize the assessment protocol.
• Submit the assessment protocol for ethics review and respond to the review
board’s requests.
2. Data collection and analysis:
• Collaborate with data collection teams, partners, and relevant agencies to collect the IPC dental health data from various sources, including traveling to selected sites to monitor/check the data collection and quality.
• Ensure the data collection process adheres to the approved methodology. • Oversee data entry, validation, and cleaning to ensure data quality. • Establish a secure data storage system compliant with data protection regulations and in accordance with any necessary ethics approval. • Perform rigorous statistical analysis on the collected IPC dental health data to derive meaningful insights.
• Identify trends, disparities, and key findings related to dental health across the nation.
• Collaborate with the MTaPS team and relevant stakeholders to interpret results and draw actionable conclusions and recommendations.
3. Findings Presentation and Dissemination:
• Prepare and deliver presentations of the National Dental IPC Assessment findings and recommendations to key stakeholders, policymakers, and other relevant parties.
• Respond to questions and inquiries related to the assessment’s methodology, findings, and recommendations.
• Incorporate feedback from MTaPS and other related national/local stakeholders.
4. Report Writing:
• Develop a report outline and confer with the MTaPS team to agree on key elements, i.e., Executive Summary, Introduction/Background, Methodology, Findings, Discussion, Limitations, Lessons Learned, Conclusion and Recommendations for Policy and Action
• Draft the report based on the agreed outline and include clear, concise, and appealing data visualization.
• Incorporate feedback from MTaPS and national stakeholders to produce a final draft.
• Present assessment findings and recommendations, and support dissemination efforts as required by MTaPS and MOH.
QUALIFICATIONS
Consultant qualification requirements:
• Master’s degree in medicine, dentistry, nursing, pharmacy, public health, or other related fields. A Ph.D. degree is preferred.
• At least 7 years of experience managing IPC and AMR containment activities in Jordan.
• Extensive knowledge of safe care and IPC practices, components and tools,
including their application in dental health and the broader Jordanian health
system.
• Familiarity with the CDC IPC dental assessment tools or any other dentistry related IPC assessment tools is highly desirable.
• Demonstrable experience in conducting and coordinating national public health
program assessments, evaluations, or related research studies.
• Proficiency in data collection, validation, and quantitative data analysis.
• Demonstrated skills in interpersonal communication, stakeholder engagement,
management, and advocacy, especially with government representatives.
• Possession of logical thinking with strong analytical and systematic skills.
• Proven skills in preparing and reviewing reports, analysis, and presentations.
• Prior experience working with international organizations or USAID-funded
projects preferred.
• Advanced skills in Microsoft and Google suite of products.
• Excellent written and verbal communication skills in English and Arabic.
• Ability to organize the work with minimum supervision.
