Nature of consultancy: Maternal Death Autopsy Training

Background:
The USAID Health Services Quality Accelerator (HSQA) Activity focuses on enhancing Jordan’s RMNCH outcomes by improving access to quality health services and strengthening leadership and governance in the health system. USAID’s support led to the establishment of the Jordan Maternal Mortality Surveillance and Response (JMMSR) system which has been operational nationwide since 2017.
Over the past two decades, Jordan has made significant progress in improving the quality of safe motherhood services and maternal and child health outcomes. Jordan recognizes that maternal mortality constitutes a serious public health problem and has been adopting and implementing evidence-based policies, programs, and interventions to reduce maternal deaths. This includes the JMMSR system which is mandated by law and ensures that every death of a woman of reproductive age is recorded, and a maternal death review conducted.
The JMMSR system, an adaptation of the WHO’s Maternal Death Surveillance and Response Technical Guidance, aims to eliminated preventable maternal mortality by reporting and analyzing data on each maternal death. This, in turn, informs targeted health system interventions. Understanding the specific circumstances around, and causes of, maternal deaths is essential to improving maternal outcomes.
Maternal autopsy can, in some cases, contribute to determining the cause of death. Based on the recommendations of the National Advisory Group for the JMMSR, there is a critical need for specialized training in maternal death autopsy in Jordan. has been identified to support the forensic reports submitted to the NAG and the National Maternal Mortality Report (2018-2021). There is a specific call for targeted training of forensic medicine physicians in Jordan, excluding criminal and RTA-related deaths.
The proposed training plan involves three days of theoretical instruction and practical regional sessions across Jordan’s northern, central, and southern regions, benefiting the 12 forensic medicine departments in addition to the national Jordan’s maternal mortality and perinatal surveillance and response system national advisory group members on the autopsy of maternal and perinatal (Still births and neonatal) deaths. The consultant is expected to spend approximately two weeks in Jordan to fulfill this obligation.
Introduction:
Jordan recognizes the critical need for specialized training in autopsy for maternal deaths, which is underscored by the Jordan Maternal Mortality Reports for the years 2018-2022. To address this gap, the Activity is committed to supporting the Ministry of Health (MOH) in providing targeted training for forensic medicine physicians in Jordan, specifically focusing on autopsies related to maternal mortality (deaths of pregnant women and post-partum up to 42 days, excluding criminal and road traffic accident-related deaths).
Given the current lack of local expertise in this specific area of autopsy, there is a need to seek international technical assistance. The Activity plans to reach out to regional forensic medicine experts to ascertain if they have suitable expertise for this task. If a regional consultant is not available, the next step will be to explore the possibility of engaging an international consultant
Consultancy objectives:
The objective of this consultancy is to provide specialized training in maternal death autopsies for forensic medicine physicians in Jordan, enhancing their skills and knowledge to conduct accurate and comprehensive autopsies related to maternal mortality.
The training plan will include around three days of theoretical training followed by practical on the job training sessions conducted by region in Jordan. The regional sessions will include two for the northern region, two for the central region, and one for the southern region, aimed at equipping all the 16 forensic medicine departments throughout Jordan. The consultant is expected to allocate approximately 14 business days in Jordan for these tasks (theoretical and on the job trainings). The rest of the consultancy days could be worked out virtually, including the kickoff meeting, submitting the project and training plan, preparing training materials, and conducting other virtual meetings as needed.
