The Norwegian Refugee Council’s Information, Counselling, and Legal Assistance (ICLA) core competency has embarked on scaling its digital transformation solution globally. ICLA is well aware of the increasingly important role ICT should play in delivering services to beneficiaries. New digital modalities of service provision and interaction with beneficiaries have the potential to increase the NRC ICLA program’s reach, enhancing its capacity to deliver and overcome access obstacles. These new modalities of service provision will contribute to the NRC’s Global Strategic Initiative 2022-2025.
The Regional Coordinator – ICLA Digital Transformation will be responsible for providing strategic and technical support for the ICLA core competency relating to digital transformation initiatives and projects being carried out at MERO Region. Reporting to the ICLA MERO Regional Adviser and to the Global Digital ICLA PM, and in close collaboration with ICLA specialists, and Digital ICLA teams at the country level, the Coordinator will be responsible for ensuring that plans to develop ICLA services through digital modalities are implemented in the region. In particular, a priority of this position will be scaling KOBLI (a suit of digital solutions developed by ICLA Global) to additional country programs or expanding the number of KOBLI modules currently used in the region.
A prerequisite for scaling the Digital ICLA in the MERO region is the standardization of procedures and adaptation of safe & inclusive principles for digital programming. As such, this position will be responsible for aligning with global standards to develop and implement SOPs and Guidance Notes to ensure quality implementation of Digital ICLA. These principles will cover a wide range of project implementation from digital suitability assessment to development, deployment, and evaluations.

Duty station: Amman, Jordan
Travel : 30% in Iraq, Jordan and Lebanon
Duration and type of contract: Jordanian National Fixed-Terms Contract till 31 Dec 2023 with possibility of extension (subject to funding availability, business need, and satisfactory performance)
Salary: Based Upon NRC salary Scale for Jordanians’ national staff.
