Syria is in the midst of a major humanitarian crisis impacting the entire country as well as a number of neighboring countries. More than 11 million people have been displaced from their homes and the number relying on humanitarian assistance continues to grow. The main thrust of the work of Mercy Corps along with its national and international partners for the foreseeable future will be primarily focused on meeting urgent humanitarian needs across the country while building resilience and social cohesion elements in its programming strategy. The heightened insecurity and continuous acts of violence and war make the humanitarian response not only more challenging but increasingly complicated. With a large and complex portfolio of work across the country, Mercy Corps has established itself as an analytical, strategic, and flexible responder, adapting continually to shifting front lines and operational realities to respond effectively and efficiently through multiple modalities with teams inside Syria and working cross-border from neighboring countries. Mercy Corps Syria country program moved to a structure where teams report into a single managerial architecture to allow transversal consistency among programs and unity of purpose at the strategic level.
Operating across several countries in various program modalities, HR management and policy is multi-national. The Syria HR teams focus is on qualitative improvements to systems, policies and processes, amidst an ongoing transition process towards being a people and strategic partner
The HR Manager supports a revised HR structure for the Syria program, with vast and complex HR needs. They are responsible for ensuring comprehensive Human Resources support for assigned team members, across multiple hubs within the Syria country program portfolio. The Human Resources Manager will lead day-to-day HR management and ensure the implementation of HR policies, processes and management related to the Regional offices that form part of the Syria program portfolio; also ensuring compliance with donor, legal and internal Mercy Corps regulations. They will support the HR and Area Leadership in identifying the HR and people priorities of the related offices, as well as their implementation. They will support HR leadership in ensuring timely service delivery support, guidance and counsel to management and team members. They will actively participate in the HR Management team of the Syria program.

ONBOARDING & HR ADMINISTRATION
Syria HR team in Jordan and Lebanon with direct management of Senior HR Officer and HR Officer.
Reports Directly To: Human Resources Lead, Syria.
Works Directly With: Syria HR team, Area Director, Program and Support Managers and Supervisors, all departments, all team members in Amman and Lebanon.
The position is based in Amman, Jordan and Beirut, Lebanon, it requires up to 50% travel across Mercy Corps Syria locations, including North East Syria and other countries in the region.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.

The individual will have a solid understanding of Human Resources in the humanitarian or development context. They will have experience and confidence to lead the function, achieve results and understand priorities. They will be a strong communicator, with a willingness to learn and grow, and support their team to do so.
