The Program / Department / Team
Mercy Corps serves as the lead civil society strengthening partner under the USAID Strengthening Civil Society and Media Systems (Sawt) Activity, a five-year (2022-2027) cooperative agreement funded by USAID and implemented by Internews. USAID Sawt aims to foster sustained civic engagement in Jordan through civil society and digital media innovations through two main Objectives: 1) Good, Trusted Knowledge-Building Resources: Citizens and civil society build knowledge through accessing and engaging critically with accurate and fact-based information and 2) Participation & Advocacy: Citizens and civil society organizations (CSOs) in Jordan effectively participate in civic spaces and advocate for policies through knowledge-based collective action.
The Position
The Senior Monitoring, Evaluation, and Learning Coordinator will play a pivotal role in providing technical leadership and assistance for monitoring, evaluation, learning and information management activities within the project as S/he will be responsible for operationalizing and revising the projects’ Activity Monitoring, Evaluation, and Learning Plan (AMELP). Working closely with the Civil Society Team Leader and Component Leads, The Senior MEL Coordinator will lead the development and implementation of Monitoring, Evaluation, and Learning (MEL) systems and plans to effectively track and report on project progress and indicator results ensuring the timely and quality implementation of MEL systems, regular project evaluations including final evaluation and adaptive management within the project, quality reporting
to the Donor and Mercy Corps. The Senior Coordinator will also be responsible for supporting information management systems development by taking the lead on the process of the development of data collection tools focused on analysis and quality, data collection, analysis, and visualization using different software including (but not limited to) Commcare, ONA/ODK and Power BI. The Senior MEL Coordinator will be responsible for managing and building the capacity of a MEL Officer and collaborating with partners to enhance their MEL activities.
Essential Responsibilities
MONITORING, EVALUATION, and LEARNING
● Lead the implementation of monitoring, evaluation, and learning system for all aspects of the project, including monitoring project progress by developing, refining and applying monitoring tools to inform project leads and reports to donors and key stakeholders.
● Develop and update the project MEL plan by ensuring having the final Logic Model and the Indicator Plan are built-in or uploaded to Tola Data, reflecting sex and age disaggregation (SADD) for relevant indicators. In addition to Managing and regularly updating TolaData.
● Ensure data quality and data protection in accordance with Responsible Data Policy and evaluation requirements.
● Ensure having proper MEL documentation, including MEL folders for indicators, with all raw and analytic datasets/ evidence, data collection tools, analysis workbooks, and related documentation.
● Lead in developing the project-learning plan and conducting Quarterly Review Sessions (QRS) events in collaboration with Sr MEL Manager and the support of SAWT civil society team leader.
● Plan and conduct the final internal performance review (FIPR) and align it with the Quarterly Review Sessions (QRS).
● Plan and conduct Data Quality Assessments (DQAs) in support of the Sr MEL Manager.
● Design and update the SOW for planned MEL-related activities, studies, evaluations, and assessments and be completed at least three months before the scheduled data collection activities start date and approved by the Sr MEL Manager.
● In collaboration with the Sr MEL Manager, develop and update MEL Technology Plan before implementing a technology solution for data collection, storage, protection, analysis, or visualization.
● Ensure monitoring and evaluation data is analyzed to an appropriate standard and that the results of analysis inform project decision-making.
● Lead the process of developing data collection tools that are essential in monitoring project progress against set milestones and evaluating the impact of project activities.
● Support in the implementation of surveys, focus group discussions, interviews, and follow-up on monitoring and evaluation exercises for various initiatives.
● Ensure compliance with relevant Mercy Corps MEL policy and standards in addition to USAID policies and regulations.
● Adapt and monitor the MC feedback mechanism and support the CARM team with all necessary support needed.
● Actively participate in Jordan MEL community of practice and support other MEL teams where needed.
● Other duties as assigned.
DATA COLLECTION & MONITORING
● Develop data collection tools and instruments – including digitized data collection methods i.e., ODK/Commcare collection built on XLS forms.
● Establish and ensure a comprehensive and updated database for the project and pay regular reviews to the database.
● Keep up to date with the latest technologies to facilitate data-driven programmatic decision-making and project quality assurance.
● Establish and maintain a reporting system (or database) for MEL Focal Points, ensuring that reporting is timely and technically accurate.
EVALUATION DATA
● Lead the development process of developing research questions and methodology to assess community needs and community-based organizations selection and report on key findings.
● Lead the development process of developing research questions and methodology to evaluate the impact and appropriateness of the project towards the end of funding.
● Coordinate the implementation of surveys, focus group discussions, interviews, and follow-up on evaluation exercises for various initiatives under the project.
SAWT CONSORTIUM
● Lead and facilitate the process of CSO selection and conducting due diligence activities.
● Work along with Sawt M&E partners, to deliver a USAID detailed work plan that presents SAWT Indicators, tools, definitions, and all necessary details.
● Coordinate with Sawt lead partner ” Internews” MEAL department on reporting requirements and provide regularly updated reports on the status of implementation against goals and objectives.
● Collaborate with Sawt consortium taking routine continuous quality improvement and data quality assessment.
● Ensure that the indicator performance tracking table is used during implementation and team is reporting back using the right tools on the consortium activities. through working directly with Sawt partners to ensure that IPTT is tracked, and activities are aligned with Sawt Indicators.
● Work on SAWT national and local level of implementation with Sawt partners and ensure all data collection is designed to measure the right indicator.
● Ensure adapting the culture of learning with Sawt partners and ensure that lessons learned from implementing Sawt activities are documented and shared between partners and stakeholders.
● Represent Sawt as part of MEL focal points to Sawt stakeholders and related external meetings and workshops.
● Coordinate with partners on establishing an information-sharing mechanism for partners to reflect on implemented activities.
● Coordinate with Sawt lead partner ” Internews” MEAL department on reporting requirements and provide regularly updated reports on the status of implementation against goals and objectives.
● Provide support to the SAWT consortium when needed.
● Attend frequent meetings with the SAWT MEL consortium.
REPORTING
● Ensure appropriate internal communication and feedback systems are in place and functioning so that MEL informs project planning and implementation.
● Ensure high quality and timely preparation of MEL data for reports to donors and other stakeholders such as the annual, quarterly, and monthly reports, including:
o Technical Reports
o Quarterly report (MEL progress Quarterly review reports and progress on indicators)
o Annual report (MEL progress and DQAs report and progress on indicators)
o Final report including (Final Internal Learning review Report, MEL progress report, and progress on indicators)
● Ensure that research and assessments conducted are analyzed to expected quality standards and reports compiled timely and disseminated for sharing and learning.
● Coordinate to support the presentation and dissemination process of monitoring and evaluation findings to management, MC higher management, HQ representatives, and donors.
● Support in developing project reports by incorporating the most updated MEL data.
● Lead the project’s internal and external progress reports in close coordination with SAWT Team leader.
● Contribute to documentation, project data, lessons learned, and best practices for internal and external sharing.
TEAM MANAGEMENT

● Evaluate the performance of MEL Focal Points and ensure training needs are met promptly.

Works Directly with: Civil Society Coordinators, Civic Engagement Specialist, Advocacy Specialist, Grants Management Coordinator, PaQ Director, Sr.MEL Manager, DCOP, COP, and Media Team Lead.

Minimum Qualification & Transferable Skills
▪ A university degree in in Sociology, Economics, Statistics, International Development, or other relevant fields
▪ At least 6 years of experience Monitoring Evaluation and Learning in an international development or humanitarian assistance programs.
▪ Proven experience in leading a team.
▪ Demonstrated skills in data collection, statistical analysis methods, and database management.
▪ Demonstrated experience in building log-frames, indicators, and relevant tools.
▪ Experience developing and delivering trainings on MEL.
▪ Excellent writing skills, including reports, best practices, case studies, etc.
▪ Proficiency in Microsoft Office applications including Excel and Word.
▪ Proficiency in developing XLS forms and using ODK is required.

Living Conditions / Environmental Conditions
The position is based in Amman, Jordan or other Middle East Mercy Corps locations and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
