Mercy Corps has been operating in Jordan since 2003. In partnership with civil society organizations, the private sector, and the government, Mercy Corps Jordan has reached more than 3.4 million Jordanians and displaced populations in the country. The Senior Monitoring, Evaluation, and Learning (MEL) Manager, is a member of the Program Performance and Quality Unit. S/He is responsible for providing oversight of country-level MEL activities, ensuring the quality of the portfolio’s MEL systems, and the performance of program MEL coordinators. S/He builds the capacity of MEL team members and leads the implementation of learning exercises including but not limited to evaluations, data quality assessments and internal or final performance reviews. S/He also is the country level manager of the Tola software system, and supervises data collection, monitoring systems, and data organization and analysis processes within each program.
Learning is a strategic focus for MC Jordan through the implementation of a Learning Agenda (including learning events), after-action reviews and the employment of evidence-based data to inform adaptive decision-making and impact the future design of projects and programs. The Senior MEL Manager is an integral part of MCJ’s program team, and is positioned inside the Program Performance and Quality Unit to support projects and programs to improve and amplify impact through informed design, evidence-based learning, and strategic research, communications and advocacy efforts. Key objectives of the Senior MEL Manager are to build technical capacity of staff, apply MEL learning tools and foster MEL coordination between programs and project team members to reach country-level strategic goals. This is done through training, proposal development technical inputs, MEL team support, and linking of resources; by internal and external communications efforts, supporting the development of SOPs, policies, papers and reports for dissemination to stakeholders at multiple levels; and via the development of intentional learning cycles to share lessons, resources and stakeholder relationships to streamline and improve program design, implementation, and impact for the communities MCJ seeks to support. The Senior MEL Manager is also responsible for providing technical support and capacity building to Mercy Corps MEL focal points and relevant staff members on digital MEL systems and analyzing data to enable effective adaptive management within projects. The Senior MEL Manager is responsible for staying abreast of MC Tech for Development (T4D) global initiatives and strategy, being current on industry innovation and best practices, building the capacity of teams on data analysis and management through strategic applications of technology, and disseminating best practices information to program teams in coordination with PaQ and T4D staff. The Senior MEL Manager goal will be to shepherd MEL-tech procurement, improve MEL-tech impact inside programs, and facilitate MEL-tech learning across projects teams.

Works Directly With: Director of Programs, Program Managers and Program- and Project-level MEL staff, Regional PaQ Advisor, as well as Mercy Corps regional and headquarters teams.

Living Conditions / Environmental Conditions
The position is 100% based in Amman. This position may require 25% travel to other locations within Jordan. The CARM Coordinator must follow all security protocols at all times.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit to a field posting.
