About the job The Human Resources Manager will work under the direct supervision of the Country Director with technical advisory guidance from the International HR HQ Office to support Programs and Personnel implementing humanitarian and emergency relief programs in emergency response locations and will be based in Amman, Jordan.
GENERAL DUTIES AND RESPONSIBILITIES Human Resources: • Manage the organizational Human Resource in coordination with IMC HQ HR, to ensure that the Regional Office HR affairs remain within IMC policies and procedures, as well as within the Jordanian Labor Law, including staff contracts, employment benefits etc. • Assess and identify areas of improvement in IMC HR systems and discuss with Senior Management to address the gaps. • Oversee and participate in recruitment processes to support the recruiting managers to select staff based on the best merits required for the announce positions. • Manage the content and flow of orientation package for new hires staff, ensuring all new hires receive their orientation within the first three weeks of recruitment. • Periodical review of HR Handbook and communicating changes in the document. • Keeping track and informing staff regarding various matters such as appraisals, leaves, timesheets, and other HR required forms. • Ensure staff annual performance appraisals are done for all national staff. Provide support in staff evaluation if required. • Supporting departments’ management in job description revision in line with IMC HR systems. • Support the management in staff salary benchmarking, ensuring that IMC benefit package remains within the competitive range with other INGOs in Jordan. • Responsible to prepare and review the monthly payroll for national staff with all needed backup documents. • Manage IMC HR systems (Cost point and Deltek) to produce reports and documents to facilitate payments and other relevant works. • Provide training to relevant staff on human resource and recruitment processes, and oversee that staff completes annual mandatory trainings required by IMC. • Ensure proper filing and archiving processes of IMC HR files.
Administration: • Liaise with the relevant stakeholders to ensure IMC maintains valid registration documents for the MERO office in Amman. • Supervise all of the administrative activities that facilitate the smooth operation of the office. • Oversee the process of issuing visas, residencies, work permit, for all IMC expatriate employees and provide coordination and follow-up services to expatriate employees work permit and residency applications in governmental institutions on an as-needed basis. • In coordination with Logistics department, oversee the process of IMC guesthouses selection and maintenance supply and cleanliness of the guesthouses. • Participate in tender committees in identifying office or conference facilities, car rentals, insurance companies or other procurement related to IMC administration. • Act as a focal point with IMC contracted local lawyer in relation to all legal issues.
General: • Manage and supervise the HR team, ensuring the staff possess the qualities and skills required to perform their duties. Evaluate and develop staff capacity plan, whenever required. • Participate as a member of the Senior Management Team meetings and coordination processes. • Contribute to IMC country strategy, including defining HR strategic priorities and implementing them within the projected timeline. • Complete other Human Resource related tasks as identified by the Country Director. • Other duties as assigned by the supervisor.

Qualifications: • Bachelor’s degree required; advanced degree or equivalent combination of education and work experience preferred. Degree in Business Administration is plus. • Minimum five years of human resources experience; with two years’ experience in administrative or human resource management, preferably with a humanitarian non-governmental organization • Experience in setting up and managing administration and human resource management systems. • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment. • Ability to operate at advanced levels of authority and manage significant activities, budgets, and resources to produce and take responsibility for results • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively. • Demonstrated skills in conflict management • Proven ability to solve problems independently without direct supervision. • Ability to work both independently and as part of a team • Strong organizational and work prioritization skills and attention to detail • Knowledge of International Medical Corps systems and procedures desirable. • Fluency in English and Arabic languages is required
