International Committee of the Red Cross (ICRC) Hiring for PROTECTION OF FAMILY LINKS (PFL) FIELD OFFICER at Amman, Jordan Full Time

PURPOSE, SCOPE AND IMPACT

Contributes to the delivery of services aiming at restoring and maintain family links between separated family members within the geographical remit of Jordan Delegation, with a particular focus in camp settings.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

Restoring and maintaining Family Links

Under the supervision of the Head of the RFL Unit, in line with the strategy defined by the delegation and in strict application of guidelines and criteria for RFL services, the PFL FO ensures the implementation of all PFL activities in his/her area of responsibility (AoR).  

• Ensures the satisfactory management of the ICRC antenna in Zaatari camp and the adequate delivery of RFL services in collaboration with the Jordanian Red Crescent Society (JRCS) volunteers.
• Ensures and monitors the re-establishment and maintaining of family links for affected population through the facilitation of phone calls in coordination with JRCS RFL Volunteers who are supporting these activities.
• Participates in the provision of other RFL services such as the collection of Tracing cases (TC) and Allegations of Arrest (AoAs), the collection/distribution of Salamat, Safe and Well and Red Cross Messages (RCM).
• Ensures effective individual case management including through referral to other organizations or the provision of guidance to AP on humanitarian services provided by other entities (governmental institutions, civil society organizations (CSOs), UN family and other international organizations).

Representing the ICRC

• Maintains coordination and networking at camp level with stakeholders and humanitarian actors and participate in meetings organized regularly at the camp level.
• Briefs authorities and humanitarian actors about ICRC principles, mandates, activities and working modalities.
• Contributes to the mapping and identification of services providers and other relevant stakeholders in view of creating referral pathways with them.
• Facilitates and organizes dissemination sessions about ICRC/JRCS PFL activities among community leaders, civil society organizations, I/NGOs and UN agencies’ staff and affected population.
• Ensures the accurate collection as well as processing of data regarding outreach activities.

JRCS volunteers PFL capacity building

• Contributes to building the PFL capacity of JRCS’s volunteers through providing support, coaching and on-the-job training in PFL related activities such as the collection of TC/AoS and the provision of PFL outreach session.

Case management

Under the supervision of the Missing Delegate and in close coordination with the Data Manager (DM), and as part of a team of approx. 10 persons, contribute to the case management of the Tracing cases (TC) and Allegations of Arrest (AoAs) caseload related to the Syria crisis with the overall objective of accompanying the families of the missing persons (FoMs) while fostering regular, meaningful, and trusted relationships with them. This include:

• Participating in the recontact activity to update the enquirers on ICRCs action(s) linked to their requests/feedback received from authorities and other stakeholders; collecting additional information regarding the sought person and steps taken by the family in the search process, and identify specific needs that the families may express for referral to relevant departments within ICRC / or external service providers;

• Apply the security rules at all times
• Respect and observe the staff regulations of the ICRC in Jordan.
• The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

• High school or professional diploma.
• 3 – 5 years’ work experience in a similar field.
• Good command in spoken and written English and Arabic.
• Demonstrated ability to work in proximity to affected people and communities and to show empathy.
• Proven interpersonal skills and a strong commitment to a collaborative approach in a multi-cultural and multi-disciplinary team. 
• Strongly motivated by humanitarian work and commitment to the ICRC’s mandate and principles.
• Good computer skills.
• Good knowledge of geographically assigned environment.
• Valid Driving License.
