The International Committee of the Red Cross is an independent, neutral organization ensuring humanitarian protection and assistance for victims of war and other situations of violence.
Within the framework of its assistance program in Jordan, the ICRC is hereby publishing a Call for Interest for providing Consultancy Services for Jordan Red Crescent Society (JRCS) Vocational Training Centre and requesting your Expression of Interest as per the following Scope of Work, Terms and Conditions:
2. PURPOSE OF THIS CONTRACT
To assist the International Committee of the Red Cross (ICRC) to provide Consultancy Services for the JRCS Vocational Training Centre to develop a fundraising strategy to ensure the continuation of vocational training courses for refugees and vulnerable women.
2.1. BACKGROUND
The JRCS Vocational Training Centre (VTC), certified by the Ministry of Labour (MoL), was established in 1953 with the aim to empower women of all ages by providing them with skills that they could use in the Jordanian marketplace. The VTC offers a variety of MoL certified courses that have over the years included literacy, sewing, embroidery, haircare and beauty, crochet, jewellery-making, soap making, cooking, and computer skills.
In 2013 ICRC began to fund specific courses of the JRCS VTC that targeted Syrian Refugee women (70%) and particularly vulnerable Jordanian women (30%) free of charge. Due to budget constraints and shifting program priorities, the budget from ICRC has decreased over the last two years and 2021 will be the last year that ICRC is providing funding to the VTC. To continue the ICRC-funded training courses, the JRCS must identify alternative funding streams in order to sustain this support.
2.2. SCOPE-OF-SERVICES
Over a period of three months starting in June/July, the consultant will:
1.Familiarize themselves with the JRCS VTC training courses and other services offered to trainees, as well as the impact of the training on the socio-economic situation of graduates according to post-training monitoring undertaken by JRCS.
2.Draft a fundraising strategy that would cover, at a minimum, the ICRC funded courses of VTC.
3.Within a framework of the fundraising strategy, initiate relationship building with specific donors that may potentially fund the VTC.
4.Within the framework of the fundraising strategy, identify specific funding opportunities and develop proposals for them.
5.In line with the fundraising strategy, advise the VTC management on training course structure and content in line with the reform process initiated by Ministry of Labour.

Based on the activities specified under Scope of Services above, the Consultant will:
a)Provide a written report which outlines:
b)Identify at least five donors that have funding opportunities for vocational training programs and organize meetings between them and the JRCS representative.
c)Submit at least three funding proposals that apply for funding for the VTC. This can include funding that extends the consultant’s services beyond the initial three months.

4. DURATION OF THE SERVICES
The consultant will be engaged for a period of three months between June/July and August/September 2021, with the possibility for a no-cost extension depending on developments and progress in the deliverables. The actual days of work is flexible within the three-month period and depends on the Consultant’s capacity to produce the outputs outlined above. Payment will be based on deliverables. Actual dates to be determined during the contract negotiation.
