Position ( CAMPUS FACILITIES MANAGER – CFM*)

Coordinates with: Operations Manager
Areas of Responsibility: Maintenance, Renovation, Energy Saving, Health & Safety, Security, Staff Accommodation, Transportation, Purchasing, Stock Inventory, Policies, Budgets, Cost Controlling, Storekeeping, Landscaping, and Cleanliness.
Directly Manages: Maintenance, Security, Cleaners, and Drivers (Outsourced Service Providers – OSPs).
Functional Relationships: Works closely with the President, Chief Operating Officer, Operations Manager, Vendors and OSP’s.
Position Summary:
Under the supervision of the Operations Manager, the Campus Facilities Manager protect, maintain and enhance the facilities and related assets of Gulf University (GU) in a safe and efficient manner. The CFM will participate in decisions related to maintenance and operation of the buildings and infrastructure, technology operations and replacement, architectural design and renovation, and the safety and security of the campus and its staff. The CFM coordinates preventative maintenance, overdue maintenance, life safety, environmental, health, and occupational safety procedures (such as fire). The CFM evaluates staff, conducts performance evaluations, trains personnel, schedules work assignments. Below are the duties and responsibilities for the CFM position. The CFM may take on additional projects or responsibilities as the Chief Operating Officer deems appropriate.
DUTIES & RESPONSIBILITIES
Planning & Management:
1. Provide leadership, direction and support for the Maintenance, Security, Cleaners, and Drivers staff.
2. Set standards and ensure quality control.
3. Set annual calendar of all works needed for campus and accommodation buildings and grounds including inspection periods.
4. Encourage professional development of staff through training, goal setting and performance reviews.
5. Assist staff in setting appropriate goals and provides support for their attainment.
11. Responsible for purchasing and inventory of equipment and supplies for custodial, grounds and maintenance areas. Maintain adequate inventory of all necessary supplies and parts.
12. Responsible to identify areas whereby cost cutting can be made to reduce waste.
13. Provide reports on all areas of the physical plant, bringing technical expertise, advice and experience in building and grounds management, planned maintenance, energy management and maximizing the use of the facilities.
Environmental and Safety Responsibilities
1. Evaluate GU’s security policy on a continuing basis and recommend changes as needed.
2. Work with administrators, faculty and staff to coordinate any special security needs necessary for meetings or school events. Actively participate in the safety and emergency operations of GU, including planning and drills.
3. Interpret and direct GU’s safety program to ensure compliance with all applicable national and local environmental and safety regulations.
4. Develop training programs to all GU employees on all health and safety regulations.
5. Regularly inspect all work areas to ensure that no safety hazards exist.
6. Develop and implement strategies to minimize property loss. Manage distribution and collection of keys. Coordinate fire safety alarms and equipment.
7. Prepare a Crisis Management Plan
Project Administration
1. Observes contractor works to ensure that the contractor meets all project requirements.
2. Prepares progress reports on the status of the projects.
3. Inspects project budgets to eliminate overruns.
Contract Administration
1. Prepares labor and material contracts for renovation and major repair projects.
2. Prepares proposals for maintenance and repair services and materials.
Financial
1. Develop and control the operating budgets.
2. Performs cost analysis between contractor and in-house projects and make decisions when to utilize a vendor.
3. Continuously inspects work orders to ensure that labor and material are charged properly.
Security Administration
1. Conduct inspection tours around GU Campus and Landlord buildings.
2. Will supervise the security guards assigned at GU and Landlord.
3. Have logs of all incidents occur in each shift.
4. Conduct investigations on the security and safety of GU students, employees and visitors including accidents, theft, threats, vandalism, breaking and entering, and/or fights.
5. Inspect periodically and ensure that all fire extinguishers, sprinklers, fire alarms and fire switchboard are in good and working condition.
6. Daily inspection that all campus doors, windows, and gates are either open or closed as per requirements of the operations.
7. Organize and assign parking spaces and areas and ensure that employees, students and visitors are parked in designated areas and that no car parks to block other cars.
Supporting Services
1. Promotes and builds public relations with different institutions (private and governmental).
2. Laison and coordinate activities related to promoting the university.
Personnel Management
1. Supervise staff, including but not limited to their training, professional development, discipline and evaluation.
2. Coordinate all works with the GU’s calendar.
3. Enforce GU security policies, emergency protocols and programs.
4. Serve as liaison with outside vendors and contractors.
5. Work closely with administrators and faculty to accommodate and facilitate their programmatic needs.
Qualifications
1. Demonstrated supervisory and leadership skills.
2. Ability to negotiate and communicate with various outside contractors and vendors.
3. Expertise in and an aptitude for administration, budgeting, scheduling, management, construction, mechanical equipment, landscaping, purchasing, supervision, security and general services.
4. Strong verbal, written and interpersonal communication skills.
5. Proficient computer skills in MS Word/Excel, data entry management, and financial reporting programs.
6. Familiar with all local authorities environmental and safety regulations.
7. Must be able to create a scope of work.
8. Must be willing and able to work occasional weekend and evening hours as needed.
9. Must have valid driver’s license and must be available on-call for reporting to work during emergency closures, inclement weather or significant events that effect campus operations and carry out outside campus work and/or travel outside Bahrain.
