Project Background:
The Jordan Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
To this extent, PFMA is also mandated to provide support to the MOF in implementing the key benchmarks in the IMF EFF agreement; specifically related to the establishment of the Macro Fiscal Unit.
Assignment Background:
PFM reform is led by the Minister of Finance, who supervises and coordinates its implementation and ensures the alignment with national goals. The four overarching objectives are (1) securing long-term aggregate fiscal discipline, (2) fostering policy-based budgeting and (3) enhancing the role of the private sector, as well as (4) giving due consideration to citizens’ concerns.
Reform efforts have been guided by the vision of developing a PFM system that contributes to enhancing economic and financial stability in the Jordan and promoting the citizens’ welfare. The Ministry of Finance has established a solid commitment to developing PFM strategies[1]. The strategy documents present the Ministry of Finance approach to reforming Jordan’s financial management, as it sets out the path for improving the Government’s financial operations to enhance its suitability for achieving the desired fiscal and budgetary outcomes. At the same time, the strategy assumes an important role in ensuring external funding for reforms and reflects Jordan’s adherence to the new regulations for budget support.
Objective
PFMA will support MOF development of the overarching Public Financial Management (PFM) Reform Strategy. Accordingly, PFMA is seeking to engage the services of a short-term Consultant (PFM Strategy Advisor) to work on Supporting MOF development on this strategy which will depict the Ministry of Finance approach to reforming Jordan’s financial management, as it sets out the path for improving the Government’s financial operations to enhance its suitability for achieving the desired fiscal and budgetary outcomes. At the same time, the strategy assumes an important role in ensuring external funding for reforms and reflects Jordan’s adherence to the new regulations for budget support.
