Job Title: Economic Impact Assessment Advisor

BACKGROUND
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
ASSIGNMENT OVERVIEW
The Economic Impact Assessment Advisor will play an important role in underpinning the regulatory efforts of ERA and the government counterparts with economic analysis and impact assessment advice. Under the overall management of the Policy and Stakeholder Engagement Team Leader, the Economic Policy Impact Specialist will contribute to the development of guidelines, recommendations, and opinions, and by providing support to the Economic Impact Assessment Advisor on the economic analysis and impact assessment of policy reform and their implementation.
The Economic Impact Assessment Advisor will assist ERA Jordan project providing support to the Reform Secretariat, and other government entities, as well as the different ERA components, on the economic analysis and assessment of the impact of reform actions listed in the Reform Matrix.
PRINCIPLE SERVICES AND RESPONSIBILITIES
– Provide analysis on the identified reforms as articulated in the Economic Reform Matrix and other GoJ economic strategy documents to help prioritize the reforms
– Help identify the most impactful reforms that will contribute to economic growth including measuring the financial impact
– Map the different economic reform activities and interventions by stakeholders to learn about the outcomes, the lessons learnt and the impact of their interventions
– Support the development of the impact assessment frameworks and systems within the Reform Secretariate and other implementing partners
– Conduct regular data collection through implementing partners and ensure quality of the data by random verifications and validations
– Generate insights and discuss findings based on regular impact reviews
– Support evidence-based recommendations, articulation, and finalization to the relevant stakeholders and partners
– Ensure collaboration and coordination, sharing of information, needs, and progress across all functions and components of ERA to implement as one team including but not limited to GESI, MEL, Communications, and all component team leads
– Contribute to and/or lead as assigned pitch decks, brief reports, and analysis for stakeholders
– Contribute to and/or lead as assigned periodic planning documents, progress, and impact reports for USAID and other partners
– Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and value
– Collaborate with MEL team
– Other tasks as assigned
MINIMUM QUALIFICATIONS
– Bachelor’s degree in economics, business, or another relevant field; master’s degree preferred
– Minimum of ten (10) years of experience in business, economics and/or governance
– Prior experience working on reform analysis, implementation, development, and impact assessments
– Proven analytical and problem-solving skills
– Experience writing business memos and business analysis strongly preferred
– Prior experience liaising with Government of Jordan officials
– Demonstrated knowledge and familiarity with Jordan’s operating environment
– Strong interpersonal skills and ability to work with culturally diverse staff
– Strong Arabic and English communication skills (oral and written)
LOCATION OF ASSIGNMENT
