Job Description
JOB SUMMARY
The Manager – PMAO articulates the details behind the organizational strategy and performance results to identify and drive the Office of CEO strategic and operational plan and deliver benefits across a complex environment. The Manager – PMAO translates and cascades down the strategic direction, business objectives and performance results of Sidra Medicine into a set of frameworks, priorities and programs that deliver results. The Manager – PMAO oversees and delivers a portfolio of programs through a team Project Managers, Specialists and Consultants.
The role prioritizes and drives strategic performance improvements that will have the biggest overall impact on the business results, by challenging the status quo, coaching, and embedding a mindset of continuous improvement that enable the strategic business priorities and achieve impactful and sustainable results. The Manager – PMAO is responsible to lead and work with a multidisciplinary team to define and implement sustainable change that achieve measurable improvements.
The Manager – PMAO supports Sidra’s senior leadership in gaining organizational visibility and ensuring that the right initiatives are undertaken and that the benefits are being fully realized across the organization in order to maximize value for money and achieve optimal patient care. The role also ensures alignment between organizational strategic planning, organizational performance management, and improvement initiatives.
KEY ROLE ACCOUNTABILITIES
Creates vision, strategy and plans for PMAO portfolio which includes strategic improvement programs delivered entirely or through a combination of internal staff and external consultants. Makes high level decisions regarding the establishment and development of strategic improvement initiatives processes that have a Sidra-wide impact. Provides strategic leadership to the activities of the department to ensure the development of a capable workforce with the required skills mix to ensure objectives and targets are met. Translates and cascades down the strategic direction, business objectives and KPIs of Sidra Medicine into strategic improvement initiatives. Establishes, oversees and delivers the PMAO plan; supporting Sidra’s performance through continuous improvement. This includes setting up and implementing a corporate quality management framework, service management framework, transformation and strategic improvement programs, cost optimization, Sidra improvement and capacity building programs. Defines improvement opportunities, including selection of strategic initiatives, priority setting, and effective execution of improvement methodologies. Ensures alignment of Sidra’s strategic planning, organizational performance management and overall PMAO plans and programs. Identifies strategic initiatives to be deployed. Establishes relationships with external consultants and act as focal point of contact with external professional services firms for strategic projects; defines scope of work and oversees the entire project delivery to ensure sustainable results. Maintains knowledge base of strategic initiatives performed by external consultants of internally. Builds transparency around initiatives and outcomes by developing and maintaining knowledge exchange tools. Oversees the planning and execution of strategic performance improvement initiatives that promote continuous improvement, improves strategic alignment, increases operational efficiency, and engages stakeholders to enhance the value of service provided to Sidra’s internal and external stakeholders. Provides leadership and mentoring on the application of PMAO and improvement tools and methodologies to stakeholders across the organization, including quality improvement. Facilitates multi-disciplinary groups to clarify a program brief, diagnose issues, and propose solutions and scope improvement program. This includes leading business design workshops with cross-functional teams as needed. Develops case for change and desired outcomes accordingly. Plans, manages and implements complex strategic and operational improvement programs and interdependencies between a group of programs or activities with the constraint of scope, time and budget. Facilitates and provides governance structure and methodology for change in line with Sidra’s corporate governance framework. Uses program management tools to develop a feedback mechanism at strategic touch points to facilitate open discussions of business improvement opportunities. Provides guidance to senior leadership team to help them understand interdependencies, connect improvement initiatives to performance metrics and achieve business objectives more efficiently. Identifies target outcomes and manages the delivery of these as part of a planned process. Integrates how the big picture of the programs comes together from definition through to implementation and benefit realization across the organization. Independently structures and analyzes findings with minimal support. Presents analysis and recommendations of how to improve the operations of an area to senior leadership. Develops business solutions that combine people, organizational, technology, and operational change to support the strategic direction of Sidra. Ensures organizational alignment in the design and execution of initiative efforts. Leads improvement teams in support of different program work streams, and manages overall programs progress associated with deliverables and milestones. Organizes and leads cross-functional activities to focus on the successful delivery and implementation of the desired outcomes. Ensures organizational alignment in the design and implementation of transformation and change efforts. Responds to changing business requirements as part of the strategic planning and organizational performance management by adjusting program plans and outcomes as needed. Works with stakeholders across Sidra Medicine, as needed, to assess and redesign internal operations to enable the organization to maximize value for money for the benefit of optimal patient care. Facilitates the development and implementation of the business plans to achieve future state stability, while minimizing risk to current operations and commercial objectives. Builds effective working relationships to produce joint recommendations on pathways, policies, procedures and processes. Works collaboratively with teams across Sidra Medicine to implement change and bridge gaps between teams. Runs focus groups, leads workshops and coaches staff as needed. Promotes new thinking, creative solutions and ways of working to address issues and mitigate risks. Ensures proactive and effective stakeholder engagement and communication across all levels of an organization. Acts as the focal point of contact for the change. Drives overall change management plans and provides appropriate levels of support to program stakeholders. Ensures the implementation of risk management strategies and tools to assess, manage and monitor risks. Proactively and continuously assess business areas where improvement is required and can be made resulting in measurable efficiencies and improvement in bottom-line organization results, quality of work for staff and patients. Provides timely, accurate and considered strategic management advice to Executive Director to ensure the department achieves its strategic and operational objectives and targets. Ensures human, financial, physical and information technology resources within the department are utilized effectively, ensuring budget and performance, in addition to safety and quality is managed and targets are met.
