The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.
The Syrian Crisis is well into its eleventh year, but the level and intensity of conflict in the country remains high. Humanitarian and protection need continue to grow inside Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
The WASH Technical Officer will act as the programme’s technical focal point for a single core competency team within an area office. S/he will provide technical quality support to the field team and ensure adherence to programming specifications and standards. S/he will support the project manager with quality control and assurance to WASH programme designs, drawings, Bill-of-Quantities (BOQs), and other related products.
Generic responsibilities
– Ensure compliance with NRC policies, guidelines, and standards.
– Ensure compliance with (WASH) strategy, tools, handbooks, guidelines, and standards.
– WASH specific technical responsibility for implementation of technical activities of CC project(s)
– WASH specific technical responsibility for the quality control and monitoring of project activities
– WASH specific technical responsibility for project documentation of technical activities of WASH project(s)
– Provide specific technical support and capacity building towards project staff.
– Provide specific technical analysis and feedback to NRC representatives in coordination forums.
– Assess, promote and document ideas for technical improvement and further program development options.
– Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
– Promote the rights of IDPs/returnees in line with the advocacy strategy.
Specific Responsibilities
– Project Implementation. As delegated by the line manager, responsible for supporting the successful implementation of all WASH projects delivered through direct implementation modalities throughout the full project cycle.
– Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Syria Response Country and Core Competency (CC) Strategies, Standard Operating Procedure (SoP), tools, and guidelines.
– Quality Assurance: Responsible for conducting periodic quality control actions on WASH services’ quantitative and qualitative data against project technical documents, CC SoPs and guidelines, work packages, and WASH cluster standards.
– Assessments. As delegated by the line manager, responsible for supporting WASH technical components of Area Office-level needs assessment.
– Safe Programming. Responsible for supporting protection mainstreaming in WASH or related activities throughout the project cycle. This includes – but is not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realization of their human rights.
– Project M&E. Responsible for accurate and high-quality Monitoring and Evaluation of NRC WASH-related activities, including Reporting, information management, and archiving.
Qualifications:
– Minimum (2) years of experience from working within technical expertise area in a humanitarian/ recovery context
– Minimum one year of previous experience from working in complex and volatile contexts
– WASH expertise
– Documented results related to the position’s responsibilities
– Fluency in English, both written and verbal
– Bachelor’s Degree or above in Civil, Water, and Environmental Engineering, or similar;
– Knowledge of the context in Syria;
– Previous relevant experience in construction or WASH activities in rural areas and camps;
– Proficient in Microsoft Office Applications, mainly Word and Excel
– Proficient in ProjeCAD, AutoCAD, or any similar Applications for drawing;
– Experience in GIS mapping is an advantage
