The Senior HR Manager is a new position that supports the vast and complex HR needs for the Syria program. The HR team’s focus is on qualitative improvements in systems, policy and process, and in a transition phase to becoming a strategic HR partner that drives innovative people and culture thinking and initiatives at the country level.
The Senior HR Manger is responsible for ensuring comprehensive Human Resources support for assigned team members within the Syria country program portfolio. They ensure oversight or lead key projects and workstreams for the HR team. They have a key role in contributing to the development, and supporting the delivering of the HR strategy and workplans, whilst ensuring the efficiency of the HR department across Jordan and Lebanon. They support the HR Director, with oversight and guidance of HR Operations for Syria as a whole. They ensure compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. They support the hubs in ensuring the National Employee Handbook and changes in local law or policies are identified and implemented in a timely manner, working with HR leadership on resolutions. They support the HR team in building the HR function within the country program and ensuring sound HR service provision. They will actively participate in the HR Management team of the Syria program, and will serve in the HR Director’s stead for all areas of accountability and leadership of such fora during absence of the HR Director.
Direct: HR Coordinator, Senior HR Officer (Lebanon).
Indirectly: HR Officer, HR Assistant and HR intern.
Reports Directly To: Director of Human Resources, Syria.
Works Directly With: Syria HR team, Lebanon HR team, Area Directors, Program and Support Managers and Supervisors, all departments, all team members in Amman and Lebanon.
The individual will have a solid understanding of Human Resources in the humanitarian or development context. They will have experience and confidence to lead the function, achieve results and understand priorities. They will be a strong communicator, with a willingness to learn and grow, and support their team to do so. They will be able to transfer knowledge to team members and lead planning that runs across functions as relates to people. The successful candidate will have the ability to interact effectively with
international and national personnel and a demonstrated ability to multi-task, meeting deadlines and process information in support of changing priorities.
