Purpose / Project Description:
The Inclusive Security and Resilient Youth (ISRY) project is funded by the UK Conflict Stability & Security Fund (CSSF), and implemented by Mercy Corps (MC) Jordan office. The project aims to equip the Jordanian community with the tools, skills, knowledge, and inclusive environment to engage in meaningful dialogue mechanisms, which contributes to destabilizing tensions and increasing mutual trust and accountability of the security sector, according to the theory of change’s (ToC) impact statement.
The project started on 1 March 2022, and is expected to run for two years. The project works at the national level with a
specific focus on three governorates representing each region, namely, Jerash (north), Zarqa (center) and Karak (south).
The Institutional Capacity Development Consultant (YPS Advisor) will be responsible for assessing the institutional and
individual capacity and technical needs for the newly established Youth, Peace, and Security (YPS) Unit at the Ministry of Youth (MoY) addressing the Youth, Peace and Security agenda in accordance with the National Youth Strategy (NYS) 2019 – 2025 – Pillar No.6: Youth and Community Peace and Security. Furthermore, the consultant will be tasked with the delivery of the capacity development plan for the team at the MoY, with the aim of advancing the mandate of inclusive decision-making, leadership, and effective implementation of the YPS agenda and ensure the adequate quality and capacity for the YPS Unit to lead the implementation of the YPS agenda in Jordan, with a particular focus on the Jordanian National Action Plan (JONAP) for the Implementation of the United Nations Security Council Resolution (UNSCR) 2250 on Youth, Peace and Security (YPS).
Consultant Objectives:
The consultant’s main function is to strengthen the institutional capacity and operational readiness at the Ministry of Youth to accelerate the implementation of the YPS agenda, and to provide technical assistance and embedded support to strengthen the overall institutional development function and framework of the YPS Unit at the MoY to achieve its mandate and fulfill its responsibilities and duties, by facilitating and clarifying its role in implementing the YPS agenda in Jordan. To achieve the consultant’s main function, the consultant will be responsible for conducting the following tasks:
1-Stakeholder Mapping:
Research and develop a comprehensive stakeholder map that identifies key partners, including government institutions
and agencies, civil society organizations, international organizations, and intergovernmental organizations, and their
respective roles in implementing the YPS agenda.
2- Youth Policies Review:
Conduct a thorough review of existing youth policies and strategies within the Government of Jordan (GoJ) and MoY systems and recommend necessary amendments to the mandate of the YPS Unit to ensure alignment with national needs and international standards and best practices.
3- Organizational chart:
Revise and develop a comprehensive YPS Unit organizational chart that demonstrates the coordination framework,
outlining the roles and responsibilities of stakeholders within the MoY and its partner organizations in promoting youth
engagement in peace and security efforts.
4- Institutional Capacity Assessment:
Facilitate the selection process of potential staff at the YPS Unit and/or relevant MoY staff in general and conduct an
institutional capacity assessment of the institutional capacities in relation to the implementation of the YPS agenda within
the MoY staff.
5- Operative Capacity Assessment:
Conduct the operative capacity assessment for the staff at the YPS Unit and/or relevant MoY staff in general and develop and implement a capacity building training program to upskill staff and address the identified gaps as a result of the assessment conducted.
6- Coordination Mechanisms:
Establish coordination mechanisms that enable the YPS Unit to effectively communicate and coordinate with the
governmental focal points at the relevant ministries and other stakeholders.
7- Communication Strategy:
Support the YPS Unit in developing a communication strategy and identifying target audiences to regularly raise awareness about the YPS agenda by utilizing the MoY’s youth centers and other relevant facilities.
8- Annual Action Plan:
Develop a comprehensive detailed annual action plan for the YPS Unit that includes detailed activities, timelines and
stakeholder roles for the implementation of the YPS agenda. The annual action plan must align with the stakeholder
mapping, the NYS 2019 – 2025, NYS 2019 – 2025 Action Plan, Arab Strategy on YPS, and other relevant policies and
strategies.
9- Training Materials and Introduction to YPS Program:
Develop training materials and subsequent evaluation tools for the members of the MoY’s youth centers and/or relevant
MoY staff, contextualizing the YPS agenda and meeting the participants’ needs.
10- Good Practices and Lessons Learned:
Identify, document, and share good practices, success stories and lessons learned to facilitate knowledge sharing on YPS policies and programming.
11- Monthly Reports and Weekly Updates:
Develop monthly reports highlighting the progress of activities, successes, challenges and steps taken to overcome them, recommendations and lessons learned within the YPS agenda at the MoY and attend weekly meetings with the ISRY Project for regular updates.
12- Alignment and Support:
Support the YPS Unit at the MoY to ensure progress of the YPS Unit’s duties and activities, and ensure the alignment with other departments, directorates, and units at the MoY.
13- Youth Perspective:
Apply youth perspectives when designing and planning strategic and programmatic interventions by engaging diverse
groups of young people in the design, implementation and evaluation of the programs and policies.
14- Coaching and On-The-Job Training:
Provide coaching and on-the-job training for the staff of the YPS Unit.
15- Coordination between ISRY Project and MoY:
Liaise between ISRY Project and MoY to ensure complementary efforts, and facilitate consultations, meetings and
reporting.
16- Networking:
Contribute towards and support networking and foster and maintain connections and good relations with relevant
stakeholders.
17- Safeguarding and Protection Policies:
Adhere to MC safeguarding and protection policies.
18- Other duties as assigned that are relevant to the YPS agenda
Consultant Deliverables:
The Consultant’s main activities will be as the following:
Deliverable #1: Submit a comprehensive stakeholder map that identifies key partners, including government institutions and agencies, civil society organizations, international organizations, and intergovernmental organizations and their respective roles in implementing the YPS agenda.
Deliverable #2: Submit a report that summarizes the review of existing youth policies and strategies within the MoY and GoJ systems and recommend necessary amendments to the mandate of the YPS Unit to ensure alignment with national needs and international best practices. The report should include a comprehensive organizational chart for the YPS Unit that demonstrates the coordination framework, outlining the roles and responsibilities of different stakeholders within the MoY and its partner organizations in promoting the YPS agenda.
Deliverable #3: Submit an institutional assessment report that identifies the institutional and operative capacities and gaps in relation to the implementation of the YPS agenda within the YPS Unit and/or relevant MoY staff in general..
Deliverable #4: Submit a report that outlines the capacity building training program for the staff of the YPS Unit and/or
relevant MoY staff, in accordance with the results of the assessment (deliverable no.3). The report should include the progress of activities, methodology, agenda, pre/post surveys and analysis, lessons learned, recommendations, and photos (with consent).
Deliverable #5: Submit a report that outlines the training materials, evaluation tools and methodology that were utilized
during the Introduction to YPS Program on the YPS agenda, contextualizing the YPS agenda and meeting the participants’ needs. The report should include progress of activities, methodology, agenda, pre/post surveys and analysis, lessons learned, recommendations, and photos (with consent).

Payment Terms as below:
The consultant will receive the payment upont full completion of deliverables.
The Consultant will report to:
Youth, Peace and Security Coordinator.
The Consultant will work closely with:
1- This position will administratively and technically report to MC Team Members and will be part of the ISRY Project.
2- This position will ensure direct and close coordination with the Minister’s Office and other relevant directorates and
units at the MoY.
3- This position will coordinate and work closely with the Head of the YPS Unit at the MoY.
4- This position will support and facilitate the ISRY Project’s work.
5- This position will work closely with the staff within the YPS Unit and facilitate the selection process.
6- This position will work with relevant MC ISRY’s Project components as needed
Required Experience & Skills:
The project seeks to appoint a senior professional who is equipped with the technical knowledge and competencies to
translate policies into practice within the context and mandate of the YPS agenda led by the MoY. The consultant must possess the following minimum qualifications:
● Master’s degree in public policy, Business or Public Administration, Political Sciences, Human Resources, Social Sciences,International Relations, Social Development, or related fields.
● At least ten years of relevant experience in program and project management related to youth empowerment, Prevention of Violent Extremism (PVE), and/or peacebuilding.
● Knowledge and awareness of the political and social context in Jordan is an asset.
● Experience in the field of YPS and UN Sustainable Development Goals (SDGs) is highly favorable.
● At least seven years of demonstrated experience in institutional development in public or private institutions.
● Experience in youth policies is highly favorable.
● Experience in methodologies, assessment tools, and systems.
● Demonstrated knowledge and experience in quality management systems, strategic planning, process management.
● Demonstrated practical experience in planning, monitoring, evaluating, and reporting.
● Experience in preparing well-written documents such as SOPs, flowcharts, and process mapping.
● Demonstrated experience in conducting capacity building, training, and coaching.
● Practical knowledge and experience with government systems is highly favorable.
● Experience in working with the MoY is highly desirable.
● Excellent communication and interpersonal skills; culturally and socially sensitive; ability to work inclusively and
collaboratively with a range of partners, including experience in working with government or national stakeholders.
● Demonstrated practical experience in conducting research and analyzing relevant data, information, and strategies
relevant to the YPS agenda.
● Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
● Proficiency with relevant computer software programs; particularly MS Office.
● Proficiency in the Arabic and English languages (oral and written).
Note: Mercy Corps will not cover the transportation for the YPS consultant from and to any governorate. However this
consultancy will require some field visits.
