Purpose / Project Description:
Tawazon – Promoting the Voice and Leadership of Women Activity is a five-year activity that will create
transformational changes in gender relations at the family, community, and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieved through 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency, and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of girls and women.
Consultancy Background and Rationale:
Building upon the national agenda for Women Empowerment Strategy of the Economic Modernization Vision,the Inter-ministerial Commission for Women (IMC-W) has mandated the Jordanian National Commission for Women (JNCW) to develop and implement the Gender Equality Seal Initiative within the Jordanian public sector. This initiative aims to empower women in the public sector and its progress will be overseen by a dedicated sub-working group chaired by the King Abdullah II Center for Excellence (KACE).
This sub-working group will comprise representatives from key government institutions, including the Service and Public Administration Commission, Institute of Public Administration, Prime Minister’s Public Sector Modernization Program Implementation Office, and Ministry of Planning and International Cooperation, alongside experts in institutional development and evaluation from USAID, USAID-Makanti, and USAID Tawazon.
Ultimately, the Gender Equality Seal Initiative aims to provide public institutions with a clear understanding of their gender status and concrete recommendations for improvement, fostering a more equitable and inclusive work environment for all employees. This initiative aligns with the national human resource strategy and the Royal modernization visions, contributing to a more empowered and modern public sector in Jordan. To ensure the successful implementation of the Gender Equality Seal Initiative, JNCW has entrusted Tawazon with identifying a highly qualified consultant.
Consultancy Objectives
Mercy Corps is looking for a consultant who is expected to design, develop, and implement a comprehensive gender seal for the Jordanian public sector, aligning with KACE’s evaluation processes. The project involves consultations with key national stakeholders, reviewing existing models, proposing a tailored modality through stakeholder consultations, and creating a detailed framework with tools and indicators. Additionally, the consultant will deliver a comprehensive training program to educate KACE evaluators and others on effectively using the new seal. Key deliverables include a detailed report with recommendations, operational scenarios document, concept notes, and the finalized gender seal with all required tools as well as training manual and training report. This project will contribute to promoting gender equality and inclusion, strengthening KACE’s assessment capacity, and enhancing women empowerment and gender mainstreaming within public institutions.
Consultant Activities:
1. Review of different public sector gender seals modalities and guidelines.
2. Conduct meetings and working sessions with JNCW, KACE management and evaluators to align public gender seal modality with KACE awarding approaches.
3. Propose a modality for the Jordanian public seal.
4. Consult with stakeholders to adjust the proposed modality for public sector gender seal.
5. Develop the public sector gender seal in consultation with KACE and JNCW.
6. Develop a comprehensive training manual and compile educational materials, resources, and tools
necessary for specialized training sessions on the newly developed public sector gender seal for KACE
evaluators and other relevant participants.
7. He/She will train KACE evaluators and other relevant members on how to evaluate public sector
institutions on the newly developed/adapted public sector gender seal.

The estimated level of effort is 35 working days. The assignment is expected to start in January 2024 and end in June 2024.

Institutional and Leadership Development Lead.
The Consultant will work closely with
Tawazon’s Senior Gender Capacity Strengthening Specialist.
All deliverables will be in Arabic.
Required Experience & Skills:
The successful candidate will possess a demonstrably strong track record in the Jordanian public sector and proven expertise in gender mainstreaming, with extensive experience in developing and executing essential tools and frameworks like gender audits, institutional readiness assessments, and baselines. Strong research skills are also crucial to contributing to the development of the gender public seal by building upon existing
models and establishing impactful key performance indicators for accurate assessment and evaluation.
Education and Experience:
• A Master’s degree in a relevant field such as social work, international development, law, or a related
discipline. Advanced degrees may be preferred.
• Minimum 15 years of professional experience working in gender mainstreaming, gender audits, and
assessments, or a related field, with a proven track record of progressively increasing responsibility.
Technical Expertise:
• Solid understanding of gender mainstreaming and evaluation in the public sector.
• Minimum 8 years of experience specifically in gender research-related assignments, designing, and
implementing comprehensive gender mainstreaming, audit, and readiness tools.
• In-depth knowledge of national and international existing gender seals developed for the public sector, with the capability of adapting areas and indicators to develop a public seal for the Jordanian sector.
• Strong understanding of the mandate of different public sector institutions since the seal will be developed for institutions with diverse mandates.
Additional Requirements:
• Familiarity with the principles of gender equality, diversity, and inclusion, protection, and safeguarding
efforts within the Jordanian public sector.
• Experience with Jordanian public sector policies, the national human resource strategy, the political
modernization roadmap, and the economic modernization vision.
• Proven expertise in developing, reviewing, and implementing indicators and other measurement criteria
working with King Abdullah II Centre for Excellence (KACE).
• Experience in conducting gender audits or assessments to identify gaps and recommend improvements.
• Flexibility and strong teamwork skills to effectively work with government stakeholders, including
experience working with a wide range of public institutions.
• Good command of both Arabic with excellent writing and English skills.
• Proven expertise in developing training materials and delivering trainings, such as training of KACE
evaluators on the developed framework and tools for the public gender seal.

of work. Proposal length shouldn’t exceed three pages.

Selection Process
The selection process will involve evaluating candidates based on their technical proposal, qualifications and experience, which should be submitted as a CV and a portfolio demonstrating previous work. Shortlisted candidates will be invited for interviews.

Applicants will be evaluated according to the below elements and weights. Only applicants that receive a score of 40% and above on elements from one to three will be qualified to present their proposal in-person to the selection committee.
