The Informal Livelihoods Advancement Activity Iqlaa is a five- year activity that aims to put Jordanian Micro and Small Enterprises (MSEs) on a path to recovery after the extraordinary crisis that the businesses have faced, help them access the safety net measures in Jordan, and, most importantly, regain productivity and growth.
Mercy Corps approach to IQLAA integrates direct assistance with market systems development (MSD) interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps approach is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in Jordan.
The MSEs development lead manages IQLAA’s MSEs development team, and supervises all activities under IQLAA’s component 2, titled “Technical assistance to firms to achieve productivity, expansion, and growth”. This component combines technical assistance at the MSE and market system levels to upgrade MSE products, enhance their access to new markets and improved services, and strengthen incentives to formalize. The component also combines technical assistance and services for MSEs across Iqlaa’s. On the demand side, the component will work through diverse market actors, including lead firms, to provide MSEs with opportunities to recover and grow. The component will engage lead firms and BSPs through results-based grants from Iqlaa’s Innovation Fund, ensuring payments are contingent on impact; measured, for example, by number of MSEs formalized or increases in MSE revenue. The component activities will include activities that strengthen the enabling environment for MSEs, and activities related to providing direct capacity building, financial support, technical support, and market linkages to MSEs. The MSE development Lead will also coordinate with market stakeholders and project partners, to assure a smooth, impactful, and scalable delivery of component 2 activities and interventions.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. The position is based in Amman, Jordan, and it requires up to 20% travel to support other governates.
