The Program
Mercy Corps has been operating in Jordan since 2003. In partnership with civil society organizations, the
private sector, and the government, Mercy Corps Jordan has reached more than 3.4 million Jordanians and
displaced populations in the country. Working throughout the country, Mercy Corps is driven by the mission
to contribute to the emergence of a peaceful, resilient and prosperous Jordan which is inclusive of youth and

The Informal Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to
support Jordan’s micro and small enterprises (MSEs) to grow, transform, and become resilient to future
shocks. Mercy Corps leads on the implementation of Iqlaa and weaves together technical expertise from a
robust set of national, regional, and international partners including Andersen for Legal and Tax Consultancy
(Andersen), Dalberg Design (Dalberg), Expectation State, Middle East Investment Initiative (MEII), Migrate-
Jordan (Migrate), Q-Perspective, and the American Chamber of Commerce in Jordan (AmCham).
General Position Summary
Reporting to the Market Systems Development Director, the Project Manager will play a crucial role in
proactively expediting the set up and implementation of MSD program deliverables. In the first 6-8 months
of the role, the Project Manager will support an outsourced Market Systems Assessment, with guidance
from the MSD Technical Director and the Regional MSD Advisor. Key tasks will include assisting with the
inception phase design, connecting with stakeholders, and working with Iqlaa team members, particularly
the Research Team, to feed into key deliverables, support in the development of tools, prioritize
recommendations, and support with operationalizing assessment findings.
Essential Job Responsibilities
PROJECT MANAGEMENT
● Oversee day to day MSD analysis and implementation and support the MSD Technical Director in
ongoing program management and administration of the project team as well as consultants.
● Coordinate with the Market Systems Development firm on deliverables, including:
○ Gathering relevant information on Iqlaa project activities
○ Coordinating inputs from the Iqlaa implementation team, including the Research team,
GYSI lead, PQL and the Outreach team
○ Assisting in stakeholder mappings, providing inputs on key stakeholders, and supporting
effective communication and coordination.
○ Developing tools and methodologies for data collection, working with the Research and
PQL team to ensure quality data.
○ Organizing logistics for key informant interviews (KIIs) and focus group discussions
(FGDs), including scheduling, venue arrangements, participant recruitment, and necessary
materials.
○ Providing feedback on consultancy reports, ensuring their alignment with project
requirements and quality standards.
○ Disseminating information with members of the Iqlaa team to ensure that the findings and
insights from the consultancy work are integrated into the program’s monitoring, evaluation,
and learning processes.
● Work closely with the MSD Technical Director to action the implementation of MSA recommended
interventions, including negotiating with strategic stakeholders, and coordinating with the
subawards team to establish strategic partnerships.
● Provide backstop support when needed, in particular in gathering market research, intelligence,
assessments and feasibility studies, building private sector partnerships and engagement plans
and supporting the MSD Technical Director to develop program implementation strategies.
● Ensure that the assessments and implementation are following a gender sensitive, politically
sensitive, and sustainable approach and that capacity building, community accountability and
reporting mechanisms are fully integrated into all interventions and activity implementation.
● Proactively identify and monitor any risks within intervention design
TEAM MANAGEMENT & COORDINATION
● Work with the MSD Technical Director to recruit qualified personnel and set up partnerships with
strategic stakeholders.
● Lead the orientation, hire, and supervision of new team members.
● Coordinate with other Iqlaa team members to participate in the Market Systems Assessment.
● Support in the integration of the MSD component across other sectors and ensure the Iqlaa MSD
component is well communicated across teams.
● Promote accountability, communicate expectations and provide constructive feedback via regular
performance discussions and strong performance management protocols with direct reports.
● Create and sustain a work environment of mutual respect where team members strive to achieve
excellence.
PROGRAM MONITORING, EVALUATION AND LEARNING
● Coordinate with Program Quality and Learning Director to ensure that stakeholder mapping
templates, assessment data, and other key information (e.g. meeting notes, draft analysis) are
integrated in Iqlaa data systems and learning processes.
● Ensure that robust monitoring and evaluation, quality data collection and analysis systems are in
place, adhered to and used as a decision-making tool.
● Work closely with the CLA Manager to ensure appropriate attention to program learning and
integration of lessons learned.
ACCOUNTABILITY TO PARTICIPANTS AND STAKEHOLDERS
● Mercy Corps team members are expected to support all efforts toward accountability, specifically
to our program participants, community partners, other stakeholders, and to international standards
guiding international relief and development work. We are committed to actively engaging
communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
● MA/S or equivalent in international development, international relations, business management or
other relevant field highly preferred.
● Proven success and familiarity with market systems development.
● At least 5 years of experience in project management roles focused on economic growth and
development and preferably in at least one of the following sectors: Agriculture; Hospitality and
Tourism; Manufacturing; and/or Services including retail.
● Experience working with micro and small enterprises (MSEs) to grow, transform, and become
resilient to future shocks.
● Ability to think critically and ensure all aspects of a work plan are complete to talking strategic
visioning with a donor partner.
● Competent in building networks, strong problem-solving skills, and ability to influence with effective
listening.
● Persuasive written and oral communication in English and Arabic, including report writing.
