Background:
The USAID Health Services Quality Accelerator (HSQA) Activity aims to accelerate and sustain improvements in Jordan’s reproductive, maternal, newborn, and child health (RMNCH) outcomes by improving access to quality health services and strengthening leadership and governance capacity in the health sector. The Activity supports new and innovative approaches to improve the accessibility and quality of RMNCH services in the public and private sectors and strengthens the Ministry of Health’s (MOH’s) capacity to act as a steward for improving the quality of RMNCH services.
Introduction: Background information and key components relevant to the Consultancy
The HSQA Activity, in collaboration with Georgetown University (GU), introduced the Golden Hour concept and approach to improving neonatal care in hospitals. The Golden Hour concept includes practicing all the evidence-based interventions for the term and preterm neonates that contribute to their physiological stabilization: resuscitation, delayed cord clamping, temperature maintenance and the prevention of hypothermia, support for the respiratory system, early nutritional care and breastfeeding initiation, infection prevention, and the early administration of antibiotics for suspected sepsis.
The HSQA Activity also began introducing the point-of-care quality improvement (POCQI) approach for all 150 health facilities supported by the Activity. This evidence-based quality improvement model enables health facility teams to achieve measurable incremental improvements in a short period using available resources. Quality teams were trained and supported to identify key areas for improvement and undertake initiatives to achieve specific results.
Golden Hour-POCQI Pilot
Two hospitals, namely Jerash (MOH) and King Hussein (RMS) implemented POCQI initiatives in FY22, each focusing on one of the Golden Hour interventions. In October 2022, their successful initiatives were presented and discussed in a workshop in Amman facilitated by Georgetown University (an activity consortium partner) neonatologists. Based on this initial success, it was agreed that the two hospitals would seek to fully implement all six interventions in the Golden Hour using the POCQI approach over a period of approximately six months.

Subsequently, the collaborative effort between the Activity and GU will expand the application of all six components across the chosen 19 hospitals. Consequently, it is strongly advised to conduct baseline data collection prior to implementation, followed by subsequent data collection, to effectively oversee the program’s implementation progress

The USAID/Jordan Health Services Quality Accelerator Activity is recruiting six short-term consultants to support the selected 19 hospitals to follow up, monitor, and collect data on the implementation of the golden hour interventions. The data will be collected from all selected hospitals through direct observation using a checklist to reach the required sample size (100 VD, and 100 CS)
