Nature of consultancy: Support integration of Gender Equality and Social Inclusion
(GESI) in the Health Services Quality Accelerator Activity

Background:
The USAID Health Services Quality Accelerator (HSQA) Activity aims to accelerate and
sustain improvements in Jordan’s reproductive, maternal, newborn, and child health
(RMNCH) outcomes by improving access to quality health services and strengthening
leadership and governance capacity in the health sector.
Introduction:
The HSQA Activity is committed to integrating gender equity and social inclusion (GESI)
principles and practices throughout its work, including the following specific activities in the
FY24 Work Plan:
1. Mainstream GESI in activity training materials and tools.
2. Improving the process of voluntary and informed consent for RMNCH services in
the MOH.
3. Incorporating GESI in HCAC accreditation standards.
Consultancy objectives:
This consultancy’s primary objective is to enhance HSQA staff’s capacity to integrate GESI
principles and practices in their daily work and Activity interventions. The consultant will
develop and conduct GESI training for the HSQA staff; review GESI integration in HSQA
training activities; create tailored GESI sessions and monitoring questions for specific
beneficiary trainings; and prepare content for an e-learning course on GESI for RMNCH
health care professionals.
Skills or background qualifications for GESI consultant:
• Preferred: Master’s degree in social, health, or gender studies, in-depth knowledge of
gender and social inclusion, and a minimum of 5 years of relevant experience
working on gender programming.
• Acceptable: Bachelor’s degree in the above subjects, with at least 7 years of relevant
professional experience, including with international organizations.
• Extensive experience in designing, developing, and implementing capacity
development interventions, including e-learning and strong training skills.
• Familiarity with USAID policies and procedures will be an added advantage.
•Experience with and understanding of MOH, RMS, or other healthcare organizations in Jordan.
• Strong writing and communication skills in both Arabic and English.
Specific tasks:
• Develop and conduct GESI training for the HSQA staff.
• Review and assess GESI integration in HSQA training curricula.
• Create and/or enhance tailored GESI sessions appropriate for the target audience in
various HSQA trainings, ensuring interactive elements such as role play and case
studies.
• Develop a set of pre-and post-test questions based on the tailored GESI training
materials so that HSQA can select specific questions relevant to whatever training
they are doing.
• Prepare content for an e-learning course on GESI for RMNCH health care
professionals, ensuring that the course is accessible and user-friendly, including for
people with disabilities.
Reports required and deliverables:
1. Completion of GESI training for HSQA staff.
2. Regular updates (at least 2 times per week) to the HSQA focal person on progress,
challenges, and achievements throughout the consultancy.
3. Minutes of meetings/FGDs.
4. HSQA GESI training materials.
5. Pre- and post-test questions relevant to all training materials.
6. E-learning GESI training course.
