Leadership and Management Capacity Development Program for the Public Health Sector: Hospital Management Teams.

Nature of consultancy: Conduct adult learning training for the selected facilitators for the Capacity Development Program for public health sector hospital management teams.
Overview:
The USAID Health Services Quality Accelerator (HSQA) Activity aims to accelerate and sustain improvements in Jordan’s reproductive, maternal, newborn, and child health (RMNCH) outcomes by improving access to quality health services and strengthening leadership and governance capacity in the health sector.
In FY23, the Activity introduced the L&M Capacity Development Program for the health sector in collaboration with WHO. It included a TOT, the adaptation of training materials into Arabic, CPD accreditation of those materials, and the rollout of a seven-module training program over seven months for 155 hospital management staff from 27 MOH and RMS hospitals plus several UNRWA staff. The program was continuously monitored as it was implemented. In September, an overall evaluation was conducted utilizing monitoring data and supplemented by an external evaluation conducted by WHO experts. An evaluation report is expected to be finalized in FY24 Q1.
Consultancy objectives:
In FY24, at the request of the MOH and RMS, management staff from 13 remaining hospitals will be trained and additional departmental managers will be offered particular modules relevant to them (e.g., supply chain management, data management, or emergency management). The Activity will train 100 to 120 hospital managers from these 13 hospitals, thereby covering all MOH and RMS hospitals with the L&M training. In addition, managers from two University Hospitals will be included. Building on lessons learned during FY23, which will be documented in an evaluation report finalized during FY24 Q1, the Activity will seek to improve training implementation, including improving the skills of the selected facilitators in conducting the leadership and management training. One of the challenges identified by the evaluation in FY23 is the lack of skills of some facilitators for communicating properly with adults and using the right techniques to lead the sessions, even though they are fully technically equipped.
The Activity aims to: (1) build the capacity of the facilitators to more effectively conduct adult learning; (2) enhance trainees’ capacity to communicate effectively, manage conflicts, and build positive relationships with colleagues and clients; (3) empower trainees to lead teams, make strategic decisions, and drive organizational success (4) promote a diverse and inclusive workplace by raising awareness, fostering inclusivity, and preventing discrimination; (5) improve soft skills, such as problem-solving, critical thinking, time management, and adaptability, which are valuable in various professional contexts; (6) strengthen team dynamics, foster collaboration, and enhance productivity by training participants to work effectively as part of a team; and (7) encourage innovative thinking and creativity among trainees, fostering a culture of innovation within their organization.
