Organizational Context and Scope:
Migrant workers, both domestic and international, are an increasingly important part of the global workforce. Garment-producing countries such as Egypt, Jordan, Malaysia, Mauritius, and Thailand rely heavily on international migrants, especially women.
Migrant workers may face risks throughout the labour migration journey, in their country of origin, as well as in the destination country. For instance, they may be charged excessive recruitment fees and related costs, putting them in debt bondage, or they may face challenges in the workplace, such as non-payment of wages or lack of access to effective remediation. Contributing to these risks is the fact that often times, migrant workers lack information on safe migration, their rights, entitlements, and obligations in the country of destination, or where they could seek help in case, they face any challenges or violations of their human and labour rights.
To fill this gap and support migrant workers in Jordan, IOM and its private sector partners are looking into establishing a MRC (for the Garment sector) in Jordan. To do so, IOM seeks a consultant to carry out a feasibility study on the most appropriate modality for the MRCs, including a sustainability strategy, in line with IOM’s ‘Running an Effective Migrant Resource Center: A Handbook for Practitioners’.
In order to inform the feasibility study, the IOM and private sector partners will conduct a quantitative learning needs assessment among migrant workers who are employed in specific facilities. The purpose of this assessment is to determine the needs of the migrant workers, as well as their preferred method of accessing the MRC (especially for the Garment sector). The data and findings from the assessment will be made available to the consultant for analysis, inclusion and for developing policy recommendations.
The study will be informed by a learning needs assessment survey, based on interviews and discussions with migrant workers, to determine the scope of services offered by the Center as well as its operational model. As part of the study, IOM will also identify the most suitable sustainability strategies that can ensure the Center continues delivering services to migrants upon the project closure.

Category B Consultant hired to develop a feasibility study on most appropriate modality of an MRC for Garment. including sustainability strategy, in line with IOM’s ‘Running an Effective Migrant Resource Center: A Handbook for Practitioners’.
The primary deliverable under this ToR is a report, expected to be up to 30 pages in length. The expected stages for the preparation of the feasibility study are listed below:
· Stage 1 – Desk Research – Design, methodology, tools, data gathering.
· Stage 2 – Conduct data collectioninterviews with stakeholders and develop initial report, integrating LNA survey results.
· Stage 3 – Conduct final analysis and synthesize findings into a draft report.
