OBJECTIVE OF THE POSITION:
The Senior Finance Officer is responsible for Implementing the transition phase of the merge action plan within the finance department in addition to support the country finance managers in the implementation of the Budget Financial Forecast (BFF) deployment. In addition to support the plans of creating additional financial autonomy within the program.
Responsibilities
Mission 1: Strategy and steering
•Contribute to implementing of the Financial strategy action plan 2023-2025 within the Mashriq program under the supervision of the regional finance manager.
Mission 2: Standards and expertise
•Oversees the deployment and monitors compliance with all of HI’s financial policies, processes and tools within his or her area of responsibility and, if necessary, develops specific financial tools overseen by his or her line and functional management
•Ensures compliance with the General Data Protection Regulation (GDPR).
•Ensures implementation of and compliance with procedure for archiving financial documents and the publication and updating of financial documents in the dedicated workspaces.
•Supervises internal control in his or her area of responsibility, as well as any necessary corrective actions.
Mission 3 : Operational implementation
Responsibility 1 : Under the supervision of the Regional Finance Manager, ensure the implementation of the financial merge action plan between MEReP & Iraq programs.
•Support the regional finance manager and the Iraq Country Finance Manager in the implementation of the Commitment of Expenditure directives.
•Support the Iraq Country Finance Manager in financial reporting, and financial closures.
•Support the Iraq Country Finance Manager in the partnership financial management.
•Support the Iraq Country Finance Manager in shared costs management with other HI programs inside Iraq.
•In collaboration with Iraq’s Country Manager, support the Iraq Country Finance Manager and Regional Finance Manager in team structure harmonization and adaptation of the Iraq’s finance department team structure.
•In collaboration with Iraq Country Finance Manager, produces the summary notes necessary for financial management and identifies risks. Support the Iraq Country Finance Manager with his/her financial management steering.
Responsibility 2 : Ensure the successful deployment of the Budgets & Financial Forecasts BFF
•Is the focal person on BFF technical issues.
•Support the Mashriq program Country Finance Managers in the deployment plans for migration from Navision to BFF.
•Act as a first point of contact for the Mashriq program Country Finance Managers.
•Support the Mashriq program Country Finance Managers in the capacity building plans, coaching to budget signaturies.Accompany and support the Mashriq program Country Finance Managers during the implementation phase and ensure the ad-hoc feedback compilation process
Responsibility 3 : Under the supervision of the Regional Finance Manager, contribute to the HQ financial subsitiarity project.
Mission 4 : Profession facilitation
•Puts in place and monitors the elements of his or her profession that fall within his or her area of responsibility: dissemination, use and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams, etc.
•Coordinates profession facilitation in his or her area of responsibility.
Mission 5 : Emergency preparedness and response
•Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.

Initial contract will be for a period of 9 months (renewable based on misson status) , the position is based in Amman

Basic salary range for the position: 1638 JOD 1806 JOD (salary commensurate with experience and according to internal salary grid).
