Protection Technical Officer – Jordan Mission

OBJECTIVE OF THE POSITION:
Mission: Under the overall management of the Project Manager – Deinstitutionalization (De-I). The Protection Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy in Jordan. The Officer contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project concerned is optimized. And supporting the other projects in HI in terms of protection. He/she works closely with the Inclusion Technical Specialist, HQ Global Specialists on Protection and Social Development, with the De-I project’ staff, partners and relevant stakeholders in implementing the project activities and contributing to the project’s MEAL.
Reports to: De-I Project Manager
Interacts with:
•Internal: Project team, Regional Technical Unit, HQ Global Specialists on Protection and Social Development, and Support Services departments (including Logistics, HR, MEAL, and Finance).
•External: project partners, authorities in the areas of implementation, other stakeholders including local organizations, INGOs, and UN agencies in the areas of implementation, and relevant Working Groups.
Responsibilities
Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
Activities:
1.Provide appropriate technical guidance and support to project managers and/or specialists.
2.Ensure that the project(s) activities are implemented according to internal quality and technical standards and propose adjustments or improvements if necessary.
3.Adapt project documentation as required in accordance with global technical norms and standards.
4.Contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
5.If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the Project Manager.
6.Propose Research & Studies Topics.
7.Supervise data collection for research activities.
Responsibility 2: Provides technical learning from projects
Activities:
1.Ensure that the activities implemented comply with international technical norms and standards.
2.Adapt the project documentation to international technical norms and standards, when necessary.
3.Make sure global and field technical specialists get the information they require and collaborate with Technical Divisions when necessary.
4.Collect the elements necessary for capitalization or scientific documentation exercises.
5.Contribute to technical learning under the responsibility of the Project Manager and in collaboration with Technical Specialists and project staff, based on good practice.
6.Responsible for technical learning from projects by drawing on lessons learned and good practices.
7.Adjust his/her activities to audit recommendations, if applicable.
8.Is in charge of the technical quality and relevance of project activities implemented.
9.Contribute to the terms of reference for evaluations.
10.Implement recommendations for improving the technical quality of projects.
11.Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct self-evaluation of the project and participate in evaluation cycles under the supervision of the Project Manager.
Responsibility 3: Contributes to the animation of its trade sector
Activities:
1.Contribute to or lead the necessary technical training in his or her field.
2.Help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Run technical training for his/her staff when relevant.
3.Contribute to the design and collect operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise.
4.Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise.
Responsibility 4: Contributes to ensuring HI’s technical influence within its perimeter
Activities:
1.Contribute to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners.
2.If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the Project Manager.
3.Contribute to HI’s external influence by participating in relevant networks.
4.Relay and contribute to advocacy messages under her/his scope.
5.Draft new project contents for the continuity or expansion of the project under his/her technical scope.
6.Contribute to the drafting of new proposals for new opportunities under his/her technical scope.
Responsibility 5: Ensure the design of the training and the development of skills
Activities:
1.Analyze the need and the objective of the training taking into consideration the expectation of requesters and the knowledge and pre-requisite of the target population.
2.Develop the planning and the budget for the training and the interventions: Training duration, rhythm, Place, third-part intervention, modality, Global Logistics, and administration.
3.Design and develop the pedagogical modalities (e-learning, case study, tools development and tools adaptation, …) taking into consideration the evolution of the profession, feedback from learners and target population in addition to the 70-20-10 learning path.
4.Assess the impact of training or development action. Skills that have been designed (satisfaction, achievements, changes in practices).
5.Ensure formalizing all recommendations to follow up further skills development of the audience.
Responsibility 6: Contribute to project planning, implementation, monitoring and evaluating activities within this/her scope
Activities:
1.Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.
2.Ensure that activities are implemented and that resources are correctly allocated as authorized by the Project Manager.
3.Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the Project Manager.
4.Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the Project Manager.
5.Ensure that project documents and information are properly archived.
6.Ensure that the appropriate data collection and management tools are in place and are used correctly in a relevant database.
7.Contribute to project monitoring, specifically activity progress indicators and the expected outcomes
Specific Conditions for the job: Project’s Requirement to support beneficiaries, families and partners
1.Flexible to be accommodated in the area/governorates of projects’ intervention, the project required to spend night/sleep outside of the staff base during the week, mainly in South of Jordan and specifically in Tafelah governorate. Or other days based on the required of the activity.
2.Drive HI’s car from Amman to where the activities are implemented in coordination with the logistics department and the project team. And having a valid driving license.
3.Participate in purchasing logistical items and materials needed for the activities in the area of intervention.

This job description is flexible and the Protection Officer may have additional objectives set by the Project Manager and the direct supervisor to ensure the smooth running of the project.
THE SUCCESSFUL CANDIDATE will have:
Initial contract will be for a period of 11 months ( renewable) and the position is based in Amman

Basic salary range for the position : From 1407JOD to 1551 JOD based on relevant experience.
