Early Childhood Development Officer

OBJECTIVE OF THE POSITION:
Mission: Under the overall management by the Project Manager (PM), accompany Early detection (ED) and Intervention (EI) service providers in strengthening early Detection and early Intervention practices for children for the benefit of Syrian refugees, most vulnerable Jordanians and other nationalities
Location: Potentially Irbid, Mafraq, Balqa, Ajloun, Amman and Zarqa for 75% of the time / Amman for the remaining time
Reports to: ECD Project Manager (PM)
Interacts Internally with: Project team, Technical Team, Support team “HR, MEAL, Logistics, Finance.
Interacts Externally with: The project partners and the authorities in the project area of implementation
Responsibilities
Responsibility 1: Capacity building of early detection and intervention service providers and health staff to improve service delivery mechanisms
Aim: Ensure capacity-building plan are established and run on a timely manner
Benchmarks: Capacity assessment implemented and report produced, capacity building plan produced for each service, information and training packages for health staff produced and rolled out in due time, implementation monitored, ability to identify and develop capacity building framework with national technical resources
Activities:
•In close collaboration with the PM, develop capacity assessment tools to provide quality ED/EI services,
•Analyse the need and the objective of the training taking into consideration the expectation of the service providers and the knowledge and pre-requisite of the target population.
•Develop the planning and the budget for the training and the interventions: Training duration, rhythm, Place, third-part intervention, modality, Global Logistics, administration …
•Design and develops the pedagogical modalities (e-learning, case study, tools development and tools adaptation, …) taken into consideration the evolution of the profession, feedback from learners and target population in addition to the 70-20-10 learning path.
•Ensure training and skills development are delivered in respect to safety and security rules.
•Supervises and regulates the group dynamics face to face, and remotely (practice analysis, community of practice, peer-to-peer exchanges).
•Ensure the dissemination of content and communication to stakeholders (Trainees, managers, sponsors,…)
•Identify technical resources required for the implementation of the plan and support their mobilization and contractualization in close coordination with the PM,
•Ensure a technical and pedagogical watch to the sector of expertise/ sector of intervention.
•Assess the impact of trainings or development action. Skills that have been designed (satisfaction, achievements, changes in practices)
•Ensure the follow-up of the trainee (action plan, exchanges with managers, Evaluation, follow up on the job, link with mentoring and coaching system,…)
•Ensure formalizing all recommendations to follow up further skills development of the audience.
•Produce training and coaching reports and coordinate feedback with the service providers for strengthening continuous staff development
Responsibility 2: Capacity building of community-based rehabilitation (CBR) team members to improve services delivery mechanisms
Aim: Ensure ECD capacity-building plans are established and run on a timely manner for community-based rehabilitation team members (Volunteers)
Activities:
•In collaboration with the CBR supervisors contribute in the recruitment process of the project’s volunteers with the support of PM.
•Assess the training needs of the volunteers and build the training plan to provide the needed technical support.
•Develop the training content and train the volunteers to build their capacity in working and delivering the needed services for families.
•Provide technical support for the CBR volunteers through regular field supervision visits.
•Develop and adjust existing technical documents and tools used across the patient flow,
•Contribute to the definition and monitoring of effective referral process between health center, CBR teams, and ED/EI service providers,
Responsibility 3: Monitoring, lessons learning and reporting
Aim: Contribute to project monitoring, lessons learning and reporting, in collaboration with the Monitoring, Evaluation, Accountability Learning department
Benchmarks: contribution to planning and reporting delivered in due time, number of case studies/success stories produced, active contribution during lessons learning and PQR, information delivery in due time and quality of the analysis
Activities:
•Organize regular lessons learnt analysis with service providers for adjusting the tools & methodologies
•Contribute to the identification of good practices under the project
•Contribute to the development of data collection tools for documenting indicators, collect data in relation to core tasks, and measuring the progress made.
•Follow up on the number and characteristics of the project beneficiaries,
•Develop case studies and success stories to illustrate changes induced by the project and for communication use
•Contribute to planning and producing activity reports
•Contribute to the production of the donor report,
•Contribute to the preparation and implementation of project quarterly review
•Participate in the organization of technical reviews and technical missions
•Participate in a professional network at the national level in the field of expertise of the project

This job description is flexible and the ECD Officer may have additional objectives set by the project manager to ensure the smooth running of the project
THE SUCCESSFUL CANDIDATE will have:
•Advanced degree in special education /child education or equivalent
•Minimum 2-3 years’ experience in disability/ rehabilitation field, EDEI, emergency or/ and development context
•Minimum 2-3 years’ experience in clinical practice
•Skills in developing training and providing coaching for capacity building
•Ability to develop information material
•Analytical skills
•Ability to work with partners, civil society organizations or public authorities
•Skills in users centered approach and center based rehabilitation
•Knowledge of referrals mechanisms
•Ability to respect deadline and work under pressure
•Very positive personality, with strong orientation towards solutions
•Adaptability, flexibility
•Autonomy in work
•Excellent communication skills Proactive, solution maker, strongly positive, constructive and dynamic personality
Preferable
•Experience with HI and/or knowledge of its fields of action and approaches is considered an asset
•Experience in the context of the Syrian crisis is a plus
•Experience in coaching/mentoring
•Experience in clinical management/quality
•Experience in working with vulnerable groups
•Knowledge of equity funds and national social protection mechanisms
•Fluent in English
Initial contract will be for a period of 9 months months and the position is based in Amman

Basic salary range for the position : From 1192 JOD to 1340 JOD based on relevant experience.
