I.BACKGROUND
The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. In year 1, USAID ERA conducted a Gender Equality and Social Inclusion (GESI) Analysis for five themes of ERA and identified areas of opportunities to enhance inclusion within economic reform and, particularly, private sector competitiveness. USAID ERA identified a number of needs and prerequisites to underline the “the return on inclusion.” In year 2, USAID ERA issued a call to target a number of Anchor Firms to address Anchor Firms growth barriers/obstacles and increase the firm’s internal capabilities according to its specific needs to contribute to boosting the firm’s competitiveness in local, regional, and international levels. By the end of year 2, a total of 10 Anchor firms were selected for technical support. With every technical support, Anchor firms voluntarily commit to one or more activities on inclusion within the year.
II.OBJECTIVE
This assignment contributes directly to USAID ERA’s theme “return on inclusion” and it aims to encourage Anchor Firms to recognize the business case for inclusion through global benchmarks, assessment on what works in Jordan, highlighting existing tools available for C-suite levels and HR managers of Anchor Firms.
This assignment comprises the following parts:
1. Desk research and benchmarking on the return on inclusion: the objective is to capture international benchmarks and Jordanian national goals set in reform documents, national strategies and institutional guiding documents.
a. Mapping of benchmarks and tools: the consultant will collect global benchmarks on the return on inclusion, including the ones set by regulators and those committed as part of the values of companies.
b. Mapping of national initiatives that support inclusion through the Social Security Corporation, Ministry of Labor, and projects in Jordan.
2. Qualitative research with ERA’s Anchor Firms and partners to answer three main questions: What drives companies in Jordan to adopt inclusive practices and what approaches seem to yield more traction? To what extent do companies use the tools and programs offered by GoJ and projects?, and what policies would be most favoured and why?
3. Capacity building program for C-suite levels and HR managers/ directors:
a. Develop a two-level training program based on the findings of the research above (global benchmarks and national research). The first level training targets C-suite persons at companies, and a second level TOT for HR managers/ directors.
b. Conduct training sessions for C-suite members within their own companies.
c. Conduct the TOT training for HR managers/ directors d. Supervise the training offered by HR managers to their own staff within their companies.
4. Hold a three-hour training for the Jordanian private sector that captures the lessons and findings from the above interventions. The SOW will contribute to the implementation of USAID/Jordan ERA Y3 Activity 2.2.15, GESI 11 and GESI 15.
The results will be measured against the following indicator: • Indicator 9: Number of USG-supported local institutions (public, civil society, private sector) implementing equitable regulations for women and youth: (Target: 2) • Indicator 10: Number of legal instruments drafted, proposed, or adopted with U.S. government assistance designed to promote gender equality or non-discrimination against women or girls. (Target: 3) • Indicator 11: Number of persons trained with USG assistance to advance outcomes consistent with gender equality, female empowerment, or positive youth development through their roles in public or private sector institutions or organizations. (Target: 150)
V.LOCATION OF ASSIGNMENT
his assignment will be conducted in Amman, while trainings may be held across all governorates in Jordan VI.MINIMUM
QUALIFICATIONS
• B.A. in Economics, business administration, Gender Studies, Human Rights, Law, Administration, Business, or any related field
• More than 10 years of working with corporations and large corporations and is familiar of the business culture in Jordan • Experience developing training manuals
• Certified to conduct TOT preferrable
• Demonstrated knowledge of the return on inclusion; environmental, social & governance (ESG), corporate social responsibility (CSR) • Proven cultural sensitivity to gender norms and beliefs
• Experience analyzing policies from a gender perspective
• Experience with private sector and government entities.
• Sound working knowledge of economic reform
• Excellent writing and qualitative research skills
• Strong communication, negotiation, and writing skills.
• Flexible team player with the ability to also work independently.
• Fluency in written and spoken Arabic and English.
