Education City
Education City (EC) is the flagship initiative of Qatar Foundation. Located on the western edge of Doha, the campus spreads over 1,000 hectares or 2,500 acres. Carnegie Mellon University in Qatar’s campus is located in Education City.

Chief Information Officer
The Chief Operations Officer (COO) reports directly to the Dean and is responsible for leading diverse areas of the Qatar campus operations, specifically, Human Resources, Business Office, Facilities, Finance, and Safety and Security. The COO will serve as the Secretary of the CMU-Q Joint Advisory Board (an advisory body jointly appointed by CMU and QF) and make arrangements for the Board’s business. They will be an active participant in both CMU main campus and CMU-Q committees and working groups.
The COO is a senior member of the management team who collaborates with the CMU-Q Dean, Senior Management Team, and Senior colleagues from the main campus in Pittsburgh in setting and driving organizational vision and operations strategy which supports the mission and strategic goals of CMU-Q.
The COO supports strategic and institutional effectiveness planning while maintaining close relationships with main campus leadership and operational departments and liaises with Education City schools and Qatar Foundation. The COO provides the leadership and management necessary to assure that CMU-Q has effective operational controls, administrative and reporting procedures, and people, processes, and systems in place to sustain its growth and development. The COO also fosters and supports the campus community initiatives for sustainability and a good campus climate.
The appointee will be responsible for the following:
• Work with CMU-Q Senior Leadership to advance the University’s mission.
• Develop and manage critical relationships with key partners within CMU-Q and at CMU to lead continued integration of all operational aspects in support of CMU-Q’s core academic mission. Coordinate with relevant main campus teams on areas of joint interest, cross campus collaboration, testing of new initiatives and other areas concerning policy and program implementation.
• Support the overall mission and goals of CMUQ by providing counsel and guidance on issues related to the entire organization, with an emphasis on strategic planning, policy/program development and implementation, allocation of financial resources, and organizational structure.
• Assist in institutional effectiveness planning by organizing evaluation, assessment, and improvement initiatives to support achievement of goals using analytical and data driven decision making. Identify areas for improvement, develop plans, and assist in the implementation of process and policy changes as part of continuous improvement effort.
• Coordinate with CMU Enterprise Risk Management (ERP) to support campus leadership and stakeholders in identifying, managing, and mitigating risks while strengthening organizational resilience.
• Manage complex, institutional challenges to resolution by effective facilitation, mediation and by decisive action.
• Ensure compliance standards are met with various external agencies and contract requirements, as well as compliance with university policies, and internal procedures and practice guidelines. This includes ensuring that the operational framework and policies and procedures at CMU-Q are reflective of the current campus needs, are in alignment with CMU, and compliant with the Qatar Foundation agreement.
• Cultivate a team that builds and sustains trust, embraces challenges, works collaboratively, and values collective success.
• Lead the diverse teams of professional staff and provide annual, and on-going, performance feedback.
• Assume responsibility and authority to approve exceptions as CMU-Q’s Designated Departmental Financial Representative (DDFR) and as CMU-Q’s designated representative to the university’s Administrative Leadership Group (ALG).
• Accountable for significant administrative/operational functions and act as the top financial and business administrator of CMU-Q in coordination with International Finance with indirect oversight from the Controllers’ office.
• Partner with senior leaders including the Associate Dean (Diversity and Climate) to integrate diversity, inclusion, and equity initiatives into all areas of operations, including policies and procedures, employee recruitment, development, and performance management while promoting open communication, understanding, and appreciation of diverse backgrounds and experiences.
• Foster and support community initiatives that improve the campus climate and sustainability.
The ideal candidate should have:
• At least a Bachelor’s degree, preferably a Master’s degree.
• Eight to twelve years of progressively responsible administrative experience including leading staff.
• Experience working in diverse and globally oriented business, educational or research institutions.
• Ability to inspire confidence, offer sound judgment, and communicate well.
• Dedication to diversity, equity, and inclusion, and a grasp of their complex articulations at a global institution like Carnegie Mellon University.
• Leadership skills and competencies including leading people, organizational change, multi-tasking, delegation, analytical and communications skills, planning and organizing skills, and dedicated to teamwork.
• Ability to critically evaluate situations and assertively steer away from risky decisions.
• Excellent interpersonal and people skills.
