CARE International in Jordan has a vacancy for the post of Monitoring, Evaluation, Accountability and Learning Officer “MEAL Officer”/at Azraq Camp:
The purpose of the Monitoring, Evaluation, Accountability, and Learning Officer position is to assist in improving the overall quality of services provided to beneficiaries S/he is responsible for the delivery of reporting on project activities and deliverables. In addition to the development and implementation of effective systems to track project deliverables, achievements, indicators, and activities against the objectives of the project. This MEAL Officer provides oversight and coordination of all the activities of programs’ activities in accordance with agreed standards (eg. IASC and SEA) and program principles. It collects and reviews feedback on the quality of work from all stakeholders, including but not limited to refugees, UNHCR, donors, collegiate NGOs, Government and non-Governmental agencies, CBOs and the public to develop the required reporting.
Duties and Responsibilities:
1. Collation and management of all program data and information for the support of reporting
Qualifications:
1)Bachelor’s degree in statistics, social sciences, demographics, public policy, international development, or a related field. Advanced certificate in M&E and statistics is preferred.
2)Master’s degree in a similar field.
Experience/Technical Skills:
1)At least three years of experience in development and/or humanitarian organizations, including significant experience working with partners to deliver humanitarian programs or build capacity for emergency preparedness and response.
2)Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People in Aid Code, HAP, etc.
3)Proven record of effective project management, including project planning and managing a budget.
4)Proven skills in partnership building, facilitation, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs, and community groups.
5)Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings.
6)Proven experience in data collation process, auto reports and documentation.
