Job Summary :
The purpose of the Gender Specialist position is to assist the CO in improving the overall quality of programming within CARE Jordan’s 4 strategic pillars of: Gender Equality, Women’s Economic Justice, Climate Justice, and protection/basic needs in Humanitarian contexts for the most vulnerable. This position is key in achieving CARE’s global Gender Equality objectives: reducing gender based violence, increasing women’s leadership and decision making, and improving girls’ access to quality education. Accordingly, CARE Jordan is committed to advancing gender equality and the empowerment of women and girls through humanitarian and development action.
The Specialist will support the country office to strategize and align programmatic approaches with the CARE global Gender Equality strategy, and advance the efforts of the country program to meet the needs of people of all genders, ages, and abilities. They will provide technical oversight, capacity building support and mentorship to local partners, particularly women led organizations and women rights organizations. They will also be leading on gender and protection mainstreaming, GBV risk mitigation and/or safe programming in the CO, both internally and for related personnel and partners. This position will report to the Assistant Country Director – Programs and play a coordinating and advisory role with CARE’s Management Team.
Responsibilities and tasks :
JOB RESPONSIBILITY 1:Gender Responsive Programming – Technical Quality 25%
• Provide technical advisory support to ensure that CARE’s programs and projects, including those of CARE’s strategic and long-term partners are gender responsive.
• Spearhead the piloting and scaling of gender transformative approaches in Jordan.
• Ensure the implementation of CARE’s Gender Marker throughout the project life cycle for both CARE and CARE’s partners.
• Support in implementing the action points from internal and external GED audits.
• Build capacity in gender sensitive programming and diversity and inclusion for both CARE and CARE’s partners.
• Together with the MEAL and Information Management departments, as well as the Partnership Specialist, develop tools and systems to effectively monitor partner activities, and interventions and provide capacity building, mentoring and technical assistance where needed.
• Lead on the development and roll-out of the Gender Equality thematic strategic plan that aligns with CARE Jordan’s 2023-2027 country strategy.
• Ensure GBV risk mitigation is applied in all programmatic work.
• Coordinate and work closely with regional gender advisors on key outputs related to gender, including effective and innovative approaches.
JOB RESPONSIBILITY 2:Protection (Gender) Mainstreaming and Safe Programming 25%
• Promote, create and maintain a safe organizational culture, including championing the CI Safeguarding Policy.
• Act as coordinator for the PSHEA FP meetings and lead continuous improvement through development and implementation of monthly action plans.
• Develop and annually review the Safeguarding Country Office Risk Assessment and document and track effectiveness of control;
• Ensure all projects and programs carry out a safeguarding risk assessment and all mitigation activities are resourced including dedicated safeguarding staff where relevant;
• Ensure partners are assessed for compliance with CARE’s Safeguarding Policy and build capacity where gaps have been identified
• Conduct or coordinate delivery of safeguarding and child safeguarding training of partners, and maintain records of training.
• Together with the MEAL team, design and implement culturally appropriate, safe and accessible feedback and accountability mechanisms (FAM);
• Ensure that Safeguarding indicators are included and monitored in the project cycle.
JOB RESPONSIBILITY 3:Program Design, Impact and Learning 25%
• Contribute to program / project proposals, in alignment with CARE’s needs-based approaches, donor requirements, CARE global indicators, humanitarian standards, PIIRS markers and based on learning from existing programming, evaluations, research.
• Ensure all project proposals have been designed with gender and age sensitive approaches, and the needs of women, girls, boys and men have been clearly considered throughout the projects life cycle.
• Develop and implement research together with field teams which contributes to a deepened understanding of women’s empowerment and gender issues in Jordan.
• Engage in continuous communication and coordination with program teams, CI members, donors, government agencies and partners during the inception / proposal-writing, implementation and reporting phases of the project.
• Support the country offices’ people-centered approach, learning agenda and integrate into program design.
Work with CARE’s senior leadership, program staff, and relevant colleagues across CARE to build compelling cases for philanthropic investment and engagement opportunities for donors and prospects;
• Provide support to Program directors and RMU through written articulation of program strategies, theories of change, and potential changes in programmatic direction.
• Proactively seek and maintain relationships with donors, partner agencies, the UN system and national and international NGOs and develop joint opportunities for programming.
• Represent CARE in relevant CARE’s communities of practices, external fora, media and with other external stakeholders on gender issues.
