Instrumentation Superintendent
Job Specification
The position is responsible and accountable for all Instrumentation construction activities pertaining to the scope of EPC from detailed design and engineering through interfaces management, construction/pre-commissioning activities at RLIC Site to hand-over to the Commissioning and Completion Teams in accordance with the Completion Sequence.
First located at the EPC Contractor Doha offices, for a period of about 6 months, the position shall then relocate permanently to Site to supervise the execution of the fabrication and construction works, ensuring compliance with the approved construction sequence and a flawless transition with the pre-commissioning, then commissioning activities
The position reports to the Area Construction Division Manager. This position will have full delegation to undertake all works, activities and coordination pertaining to Instrumentation construction.
The position shall interact daily with its counterpart at EPC Contractor on the premise that both COMPANY and EPC Contractor have “mirror” organizations.
The position includes a close coordination and interaction with the Area Construction Division Manager, the Area Project Division Manager(s), the engineering, interfaces, quality, procurement, commissioning, completion, and operations Division Managers for key activities such as: 3D Model Reviews, Constructability Reviews, Construction Sequence Reviews, Completion Sequence, Advanced Work Packaging, Controls systems SAT’s, C&E, Loop and Functional testing.
The position includes a close coordination and interaction with the Head of Planning or Planning and Schedule Specialist(s) in order to keep control on the schedule and key Project and Progress Milestones.
The position includes the review, comment and approval of construction related deliverables submitted by the EPC Contractor.
The Superintendent will monitor site safe work progress, execution methodology and quality, providing guidance and feedback to the EPC and analysis to the Area Construction Division Manager including daily progress against plan and reporting for progress payment validation.
The position includes close coordination and interaction with the Area HSE and Quality Heads to ensure a common guidance between Company and EPC.
Key Job Accountabilities
Duties include, but are not limited to:
Provide Company representation in monitoring and coordinating the site activities of EPC Contractor, vendor and its sub-contractors for all Instrumentation installations. Report on the construction activities, progress, areas of concern and mitigating actions. Prepare for and participate in construction related meetings.
Monitor and assist the EPC Contractor, vendors, and sub-contractors in the implementation of site specific SHE program, emergency response and evacuation drill programs. Participate in incident /accident investigation and prevention of recurrence. Promotes safety awareness and safe performance among project team members, including consultants and contractor personnel.
Coordinate EPC Contractor, vendor’s work activities, and interface coordination with the activities of Third Parties. Review of method statements, JSAs and other documents to ensure safe and proper construction and PMC by EPC Contractor. Ensure construction work carried out in accordance with Qatargas rules, regulations, standards as applicable.
Coordinate and monitor sequence of Completion of plant Area associated Instrument Technical Rooms (ITR’s), Control rooms, Network or Distribution systems, including issuance of Site Acceptance for various system and subsystems within the project, including monitoring and identifying correct zone classifications and Explosion proof compliance requirements.
Monitoring Site acceptance tests, including commissioning activities of Control System and Equipment’s such as (ICSS) DCS, HIPPS, ESD, FGS, Alarm Management etc.
Coordination from Company side of all tie-in activities with existing or temporary facilities to ensure proper job planning and execution with minimal interference with ongoing operations.
Reports progress, performance, initiatives, issues, and challenges to Area Construction Division or Site Manager. Provides input to and review development of contractor’s detailed plans to complete the work.
Familiar with RLIC eCPW permit systems, and QG ePTW systems as applicable.
Monitor and support the Project Issues database and assist in stewarding action plans to closure. Ensure cross-functional follow-up on action items developed during interface and tie-in meetings.
Review work and inspection results to ensure compliance with EPC Contract requirements. Interface and coordinate with Project Field Engineering and QC Sections. Monitor and ensure the correction of non-conformance report items and other issues supporting QA/QC compliance. Monitor site material handling and preservation to facilitate construction progress and quality of materials.
Review the construction sequence/logic, work plan/procedures, pre-task planning and methods statement to ensure effective work execution and safety.
Report and record potential change order request to assist in claims avoidance.
Minimum Requirements
Bachelor or Diploma in Electrical, Instrument or Controls Engineering (Industrial or Mechatronic Engineering etc.)
Good written and verbal communications skills.
Good supervisory skills.
Pre-Commissioning and Commissioning of Electrical Substation and Instrument/Electrical Integrated Control System Technical room activities.
Minimum of (15) years broad experience in all phases of construction planning, field execution and mechanical completion activities for Instrumentation installations.
Worldwide experience working with contractors and subcontractors, in particular those involved in the construction of Onshore oil, gas, chemical and/or petrochemical plant facilities.
Middle East (preferably Qatar) 10 years working experience is preferred.
Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise. Takes initiatives, based on experience, to deliver timely and cost effective completion.
Planning and effective execution of Greenfield Instrumentation Construction works.
Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
Works independently within established procedures, plans and budgets and contributes to the development of these.
Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
