Mission (CoM), IOM Bahrain, and in close coordination with the Immigration and Border
Management (IBM) Thematic Specialists in RO Cairo and HQ, the successful candidate will
establish and lead the IBM Unit and portfolio of IOM Bahrain, managing and coordinating
projects and activities in Bahrain, Kingdom of Saudi Arabia (KSA) and the United Arab Emirates
(UAE), as they pertain to IBM, migration management, human rights and protection issues at
borders. The Head of Unit will support the CoM in promoting IOM’s IBM work within the Gulf
Cooperation Council (GCC), as well as in the development of new IBM initiatives. The
successful candidate will closely coordinate with other IOM Bahrain Units, especially the
Protection Unit and the Programme Support Unit, regarding reporting to and communication
with the donor and other stakeholders.
Core Functions / Responsibilities:
1. Set-up, manage, coordinate and ensure the timely and successful implementation of IOM
Bahrain IBM Unit’s projects and activities, and develop, implement and monitor the
administrative and operational activities of IBM activities in the Kingdom of Saudi Arabia (KSA)
and the United Arab Emirates (UAE).
2. Prepare Terms of Reference and Work Plans for activities. Provide financial, administrative
and technical backstopping, and serve as a liaison with Headquarters units, MENA Regional
Office and project partners on IBM-related matters.
3. Identify, train and supervise IBM project staff, in accordance with the Organization’s
procedures and regulations.
4. Ensure the coordination and administration of contracting, staffing, payments and other
logistics of IBM projects and activities managed out of IOM Bahrain in coordination with the
CoM.
5. Lead the design of IBM capacity support materials and technical tools, in coordination with
IOM Regional Office, HQ, and UN agencies;
6. Facilitate inter-state and inter-stakeholder topical meetings (both at political and
technical/operational level) in areas of great priority and relevance to Bahrain, KSA, the UAE
and other GCC countries, including border management, curbing irregular migration, counter
migrant smuggling and trafficking in persons, visas and admission cooperation, return and
readmission, protection of Children in Migration, Detention and Alternatives to Detention,
relevant activities related to rights, protection and assistance at the borders;
7. Liaise and coordinate with the KSA-based Senior Liaison and Coordination Officer and IBM
Project Officer, UN and other international stakeholders, especially on the Capacity
Development: Rights-Based Migration Management component of the “Arab Centre for
Technical Cooperation on Migration and Border Management” Project, implemented out of KSA
and covering the Arab region;
8. Support the KSA-based Senior Liaison and Coordination Officer in the preparation and
submission of project implementation, progress, results and budgetary expenditure to the
Steering Committee;
9. Coordinate with the KSA-based IBM Project Officer regarding the drafting of agendas and
concept notes for technical and high-level workshops, trainings, conferences, study tours, and
international dialogue events, gathering Member States from the Arab region and beyond;
10. Prepare and submit progress, results and budgetary expenditure reports to donors and other
project stakeholders in line with donor reporting requirements, as well as programme
summaries, press releases and other materials and correspondence relevant to ongoing
activities in Bahrain, KSA and the UAE, including those covering the Arab region;
11. Undertake duty travels as required;
12. Perform such other duties that may be assigned.
Required Qualifications and Experience:
Education
International Relations and/or Law or a related field from an accredited academic institution with
a minimum of five years of relevant professional experience; or
experience.
Experience
Non-Governmental Organizations (NGOs), particularly in Bahrain, the Kingdom of Saudi Arabia
and the United Arab Emirates;
Skills
border management, human rights and migrant protection;
the Kingdom of Saudi Arabia, the United Arab Emirates, and the Gulf Countries in general;
Organization;
spreadsheet and data analysis.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic,
French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
