PROJECT BACKGROUND
The USAID Municipal Support Program (USAID MSP) is a five-year program supported by USAID/Jordan, awarded in August 2022, and implemented by DAI Global LLC. The overall goal of USAID MSP is to strengthen municipal-sector service delivery and promote Local Economic Development (LED) in Jordan. The USAID MSP team will achieve this goal through interventions in support of the following components/outcomes: Outcome 1: Inclusive local administration strengthened, and Outcome 2: Capital investment for municipalities increased.
USAID MSP utilizes approaches that address structural issues, systems, processes, interrelationships, behavior, and organizational culture change. USAID MSP aims to strengthen municipal-sector service delivery by supporting improved governance and organizational culture across three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement.
The program will support increased capital investment in Jordan’s municipal sector with the goal of catalyzing local economic opportunities and strengthening service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Foundational to these efforts, USAID MSP will leverage and institutionalize the participation of marginalized groups, including women, youth, and persons with disabilities, in municipal-level decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. USAID MSP will work across all of Jordan’s governates.
POSITION DESCRIPTION
The Institutional Development Specialist plays a crucial role in the development and implementation of institutional development programs and activities within USAID MSP covering USAID MSP broad spectrum of partners and stakeholders. This position involves designing, delivering, and assessing training initiatives to enhance the skills, knowledge, and performance of USAID MSP municipalities, partners, and local community members. The primary focus is on institutional development and training, ensuring that mentioned partners and stakeholders are equipped with the necessary learning competencies and skills to meet learning goals and objectives.
The Institutional Development Specialist will coordinate and manage activities and short-term TA to facilitate USAID MSP’s relevant activities. S/he will work collaboratively with the Institutional Support Fund (ISF) Manager, DCOP, and Component Leads to design and implement activities and interventions tailored for target municipalities, partners, and stakeholders. Illustrative activities may include:
Design and implementation of learning management systems
Design and implementation of training workshops
Design and implementation of community of practice learning activities
Draft long and short– term scopes of work and RFPs
Draft of progress reports and annual work plans
KEY DUTIES AND RESPONSIBILITIES
The Institutional Development Specialist will work closely with USAID MSP DCOP, ISF Manager, components one and two leads, and collaborate with other USAID MSP team members including grants management staff, and the GESI specialist to implement work plan activities related to the following areas, seeking their input and feedback in design of activities as needed to ensure successful implementation:
Capacity building: support design, coordination, and facilitation of capacity-building initiatives to strengthen the skills and knowledge of municipalities, partners, and community members, enabling them to actively participate in project activities. This may include developing new or standardized business processes and tools to implement and manage capacity-building activities.
Training needs analysis: conduct needed assessments to identify training needs within USAID MSP partners and stakeholders and collaborate with various relevant departments to understand specific skill gaps and learning requirements.
Curriculum development: design comprehensive training programs aligned with organizational and individual development goals.
Create training materials, including manuals, presentations, and multimedia content.
Delivery of training: facilitate training sessions using various instructional methods, ensuring engagement and knowledge retention.
Conduct workshops, seminars, and other training sessions for different levels of municipal employees.
Technology Integration: utilize technology and e-learning platforms to enhance training effectiveness.
Explore and implement innovative tools and methods for virtual and in-person training.
Evaluation and Feedback: develop assessment tools to measure the effectiveness of training programs.
Collect feedback from participants and stakeholders to continuously improve training content and delivery and ensure compliance with USAID MSP reporting and monitoring and evaluation indicators.
Record keeping: maintain complete and accurate records of training activities, attendance, and participant progress according to USAID MSP templates and guidelines and in coordination with USAID MSP monitoring and evaluation team.
Coordinate institutional development related activities with municipalities, MOLA, CVDB and local community members to ensure their support and buy-in.
May serve on evaluation committees in accordance with DAI policies/procedures and procurement thresholds
Work closely with grants management staff in developing grant solicitations that align with overall project activities. Provide technical oversight to grant awards, including reviewing and accepting grant deliverables.
Monitoring and Evaluation: Collaborate with the monitoring and evaluation team to track and assess the impact of implemented interventions and activities, ensuring accountability and continuous improvement.
Contribute to USAID MSP reporting activities and annual works plans, as needed.

QUALIFICATIONS
Bachelor’s degree in a relevant field (e.g., urban planning, international development, public administration, engineering, or a related discipline).
At least five years of experience in the design and implementation of institutional development programs, trainings, knowledge management and capacity building preferably in the development sector with focus on municipalities or with international organizations.
Strong understanding of government and municipalities development needs, participatory approaches, and community engagement
Excellent interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders and build lasting relationships.
Demonstrated project management and organizational skills to handle multiple tasks and deadlines effectively.
Fluency in Arabic and English (both written and spoken)
