PURPOSE
The Armed Forces and Security (FAS) Programme Adviser maintain the general dialogue with Jordanian Armed Forces bodies and others relevant authorities to ensure the compliance with the International Humanitarian Law and the essential elements of international human rights law. S/he has a leading or supporting role in implementation of prevention activities related to the Amman Delegation’s Operational Priorities for the protection of affected people by other situation of violence or armed conflict under acceptable security conditions.
RELATIONSHIPS
• Internally, interacts with the Head of Delegation, Head of Operations, Protection, Communication and Prevention teams, and delegates in the field.
• Externally, interacts with security forces and other relevant actors at political and strategic levels, e.g., defence policy, legal advisers, commanders at different levels, Training and Operation Directorate (critical), and subordinate operational units.
ACCOUNTABILITIES AND RESPONSIBILITIES
- Prepares, conducts, assesses, and follows up prevention activities with the JAF and other relevant authorities on IHL according to the Operational Priorities of Amman Delegation (60%).
- Follows, records and make analysis of annual JAF activities operations, training, military cooperation.
- Providing analysis related to anticipation of JAF past, current, future operations’ effects on IHL compliance.
- Makes analysis of JAF’s gaps in IHL area, identifies and prioritizes needs for integration of IHL within JAF.
- Supports the drafting process of the Concept Paper and Plan of Action by proposing activities and integrating them into the annual planning exercise, in compliance with the delegation’s operational priorities.
- Working in a multidisciplinary manner with other departments from the Delegation to perform the activities related to different Operational Priorities.
- Perform prevention activities (dissemination, training, workshop, networking…) on IHL for various levels of JAF units and personnel.
- Ensures better access and acceptance, provides relevant support for the security aspects (20%)
- Records and updates JAF organization and structure.
- Records and updates list of the points of contact, the credible sources of information from JAF (media, tv, internet newspapers, social media sites etc.)
- Links with other relevant Jordanian authorities to ensure the access, acceptance, security, and knowledge of ICRC activities.
- Contributes to providing FAS-related advice to the delegation on security matters.
- Follows up on budget expenditure, applies administrative and logistics procedures (15%)
- Participates in the drafting of MoM, Event Completion Reports and other documents related to the implementation of activities within JAF.
- Participates in preparation and drafts analysing, planning, and reporting documents (annual, quarterly, monthly, etc.) internal to ICRC.
- Maintains and updates the stock of different ICRC publications needed for FAS activities.
- Upon request, takes notes during meetings and conferences, translate and compile reports on the different FAS activities and initiatives.
- Constantly, works on personal knowledge and skills to improve and keep updated with relevant body of knowledge (5%)
ADDITIONAL DUTIES
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Takes responsibility for their own professional learning and development.
GENERAL DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Understands and adheres to the ICRC Code of Conduct.
- Understands the roles of the components of the International Red Cross and Red Crescent Movement.
- Respects and observes staff regulations and security rules at all times.
- Represents the ICRC in a professional manner at all times.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
Must have military background, in addition to the following:
• 3–5 years’ experience in either planning military operations, legal (IHL/IHRL), peacekeeping/ multinational operations, or civil-military cooperation.
• Good knowledge of Jordan.
• Experience in military operations will be considered as a strong asset.
• War College graduate will be considered as a strong asset.
• Legal studies will be considered as a strong asset.
• University degree or professional diploma.
• Fluent in both Arabic and English languages.
• Computer proficiency.
