Position Description
EnCompass LLC seeks a Community Mapping Consultant or firm for the United States Agency for International Development (USAID) Women’s Economic Empowerment and Leadership Activity (WEELA) in Jordan. The purpose of WEELA is to contribute to increasing women’s access to waged employment and leadership opportunities in Jordan by improving women’s access to the job market, addressing inequalities and prohibitive social norms and traditions, and enhancing the workforce enabling environment.
The objective of this consultancy is to conduct community mapping research related to women’s waged employment and the socio-economic landscape in the following eight geographic areas: Aqaba, Wadi Rum, Petra, Dead Sea, Amman, Aljoun, Zarqa and Irbid. The mapping research will highlight the potential for creating a more enabling environment and pathways to waged employment opportunities for women with the private sector, with emphasis on USAID’s priority sectors (but not limited to) for WEELA – including Tourism, Transportation and Logistics, and Media / Creative industries. The consultant should take into consideration digitization and green skills.
The community mapping research will enable WEELA to create a women’s employment and socio-economic profile within the eight geographic area. As mentioned above, the focus sectors mainly relate to employment in the Tourism, Transportation/ Logistics and Media/ Creative industries, and all responsibilities and activities for this consultancy will be guided by the WEELA Senior Community Lead in close coordination with Senior Gender and Youth Specialist and the Chief of Party (COP).
This position is a short-term consultancy and based on a five- day work week in Amman, Jordan
Expected level of effort: up to 30 days

Position Duties and Responsibilities
Essential functions:
· Perform desk research on women’s waged employment and create a socio-economic profile of the eight geographic areas of : Aqaba, Wadi Rum, Petra, Dead Sea, Amman, Aljoun, Zarqa and Irbid. This research should include (but not be limited to):
o Perform a detailed demographic scan of the community, including ethnicities, minorities, refugees, gender, education, and age groups.
· Meet and interview key informants, including community members, community leaders, experts, and other identified relevant stakeholders. This research can be done in person or virtually, depending on COVID-19 restrictions or other factors to ensure expediency and the appropriate level of outreach.
· Conduct a stakeholder analysis to identify main stakeholders in the community who can influence the empowerment of women in general through their personal influence as community mobilizers. These may include religion leaders and scholars, tribal leaders, educational leaders, social media influencers, and youth leaders.
Deliverables:
· June 15: Submit the first draft mapping report in Arabic and English, including a stakeholder analysis to the Senior Community Lead and the COP for review and comments.
· June 30: Submit final revised report and PowerPoint presentation in Arabic/English for review and approval.
