Introduction and Background information
The objective of the intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan” is to enhance employment outcomes, in particular for Syrian and vulnerable Jordanian youth and women, and more specifically to develop skills for semi-skilled workers in cooperation with the private sector.
This intervention is a part of a larger program, QUDRA II. QUDRA II is the second phase of a large multi-country, multi-donor program named “Qudra– Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”. QUDRA II will be implemented by five European development agencies.
The overall objective of QUDRA II is “to contribute to mitigating the destabilizing effects of the protracted Syrian and Iraqi crises and to better respond to the resilience needs of refugees, internally displaced persons (IDP), returnees and host communities”.
The intervention “Developing skills for employability of Syrian refugees and vulnerable youth in Jordan”, this is to be achieved through, a) effective partnerships between vocational training institutions and private enterprises contributing to demand-driven and work-based vocational training, b) training of 2000 Syrian refugees and vulnerable Jordanian youth including 40% women, and c) improving human resource management of private enterprises.
Purpose of the Assigment
This assignment contributes to Result 1 of the project: “Public-private partnerships for labour market-relevant vocational training are operational in targeted areas”. The operational partnership is assumed to reduce the gap between the vocational training provider’s outcomes and the employment requirements and improve the relevance of vocational training for semi-skilled worker level occupations and facilitate an effective transition from the world of training to the world of work. To build on the agriculture equipment’s curriculum content framework which has been developed by Qudra 2 support early in 2022, and through collaboration between NET and the expert workers in the agriculture private enterprises, this consultancy aims to develop competency-based training material for the agriculture equipment mechanical training program, according to the competencies profile and syllabus indicated in the agriculture curriculum content framework.
Description of core tasks
The consultancy will be mainly implemented through developing competency-based training curriculum content for the agriculture equipment mechanical training program according to the endorsed curriculum content framework, and the competency-based training curriculum content development guide. The project team will share the agriculture equipment curriculum content framework and the curriculum content development guide with the consultant upon awarding.

Time frame
The assignment is expected to be executed for approximately (27) working days carried out during July 30th and September 29th, 2022.
