The “Policy dialogue and knowledge management on low-emission development strategies, in particular on renewable energy, in the MENA region” project in Jordan is seeking for a “Climate Change Advisor ”on full-time base employment as per the below job profile.

Core tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.
In addition you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
In consultation with your line manager, under your role you may assume management responsibility for staff members in band 1, with due regard for P+R and GIZ’s applicable HR policies, instruments and procedures.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.

The project ‘Policy dialogue and knowledge management on low-emission development strategies, in particular on renewable energy, in the MENA region’ is commissioned by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) with an overall term from 03/2014 to 02/2018 (prolongation planned until 12/2018). The project supports the elaboration of low emission and energy strategies as well as implementation tools in the targeted countries in the MENA region. The activities cover counseling on the management of stakeholder dialogues, studies, workshops, and trainings on climate and energy-related topics.
In Jordan the development towards a low emission economy will be supported with a focus on:
Nitric Acid Climate Action Group (NACAG)
Nitric acid is an important raw material in the chemical industry, especially for fertiliser production. The manufacture of nitric acid releases nitrous oxide (N2O) into the atmosphere, a greenhouse gas that is 265 times more harmful to the climate than carbon dioxide (CO2). Businesses have no incentive to reduce N2O emissions, as this would not result in any efficiency gains. Likewise, no effective carbon market mechanisms currently exist to adequately incentivise investments in N2O reduction either. And yet, N2O abatement is relatively inexpensive, averaging EUR 1 to 2 per tonne of CO2-equivalent saved. The sector’s global mitigation potential – estimated currently at above 100 Mill. tonnes of CO2-equivalent per year – is very significant. The sector can play a key role in achieving the climate targets laid out in the Paris Agreement.
Against this background, Germany’s former Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) launched the Nitric Acid Climate Action Group (NACAG). Its goal is greater climate protection worldwide in the nitric acid industry following the vision for all nitric acid production plants worldwide to be fitted with effective N2O abatement technology.
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the implementation of NACAG having been assigned to serve as the secretariat for the initiative and carrying out most practical implementation measures. The project supports nitric acid plant operators by providing technical advisory services as well as financial support for installation of respective N2O abatement and monitoring technology. It also advises partner country governments on the legal and institutional framework conditions for phasing out industrial N2O emissions and setting up robust MRV structures.
Within the scope of the project above stated support will be provided to Kemapco, the sole nitric acid plant operator, and to the Ministry of Environment (MoEnv) in Jordan.
